aheh... well!
Take a PVC pipe (3/4 inch), a water noodle that has a hole in the middle, duct tape, and a hack saw. Measuring tape could help too.

Cut the pipe whatever length you want your sword, blade AND handle. One handed swords are generally shorter that 30 inch blades, and with six inch handles. Two handers are up to 60 inches (I would go fifty at most) with eight to twelve inch handles.
Cut the boffer to be ONLY the blade, but keep on two inches beyond that for a tip (so stabs don't hurt).
Slide the Noodle onto the pipe, and wrap with duct tape. Usually you start on the pipe, run all the way don't the blade and back, and attach to the other side of the pipe, repeating until the noodle is totally covered.
You could laso attach a pommel on the end of the handle with a bit of water noodle as well.
Pipe= strength, noodle=harmlessness, duct tape=prevention of shredding.
