Matsuda Touta is a cop with the NPA (Japanese version of the FBI) who gets pulled into the Kira investigation. While he's something of a bumbler, and sometimes seems a ditz, he's incredibly dedicated and loyal!

He tries his best to help L, sometimes getting himself into trouble along the way. He's also a huge fan of Misa's, and for a while poses as her manager, a situation which once again leads him into trouble.

When the head of the NPA is kidnapped by Mello's people, he gives his own name as the person who's been serving as the second L, proof of his loyalty.

It's also quite clear that he has developed an attraction to Sayu Yagami as she's developed into a woman.
