Interesting observations but it's all quite simple really, we all agree that the people in prisons and jails are humans and have feelings right, and that the only reason they are there is because they had a moment of fault or weakness, w/e. So, with that said, why would they want to blow themselves up for no reason? Something we must understand is they way these people think, that's why the process wont be as fast so we can avoid errors, testing them for mental stability would be the first step. Besides if they can do all these other stuff without remorse why will they suddenly grow a conscious in war, There's a promise of staying out of prison, SO LONG AS THEY STAY OUT OF TROUBLE, and great social and economical stability. Why screw THAT up? As for the explosive being expensive, you know how cheap it is to make off the counter chemical explosive it's even cheaper to get a small stick of C-4 and stick it in a collar. So believe me, I've considered ever possibility of failure and came up with solutions so VOTE FOR THE ENDER!!! lol
