It's actually an animation program called MikuMikuDance. The original version was just Miku, but I use the most recent.

No, they're VOCALOIDS. VOCALOID is a computer designed by Japanese scientists and programmed to sing. The middle is Yowane Haku, the one with the side ponytail is Akita Neru, and the shorter one who is wearing short-shorts is Kagamine Rin.
