Well he can't just pick and choose when he wants to be in her life, that's not fair on her. My Dad used to do that, so I know how much it sucks. I'd rather he wanted to be a committed Dad to her or not be a Dad at all, not just jumping into her life when she's like 4 and is settled with someone else being a father figure to her.
