It happens randomly when you fight the animated. I got most of my rings from Bill's Ranch, but you can also get a few from Village Greens and the other places as well. You also get rings by doing quests and stuff, but that's only from certain NPCs, but they're soul bound.

Rings that are not soul bound, meaning rings without the little golden lock on it, you can sell. 3nodding If you have any, I suggest you sale now and roll in the gold. LOL rofl
