Comic_Book_Joker (( The continuing rampage of Mr. Zsasz )) On uppermost steps leading to City Hall, there was a man sitting, apparently looking intently at the passerby on the sidewalk below. Everyone simply thought that he was a beggar, for how filthy he was. Most of the night, he had sat there, largely unnoticed. It took a morning shift police officer to realize that any beggar with a brain would've been at the bottom of the stairs, as City Hall was closed until 8 AM. The officer walked up to investigate, when he noticed that what looked like dirt from a slight distance, was actually blood. He drew his gun, and continued his approach.
Upon reaching the man, he told the beggar to put his hands in the air, but the man didn't budge. Cautiously, the officer drew closer still. Eventually, he was close enough to nudge his slightly, which he did. The man fell sideways onto the stone landing. The officer recognized the man; he wasn't a beggar, he was someone under investigation as a suspect in a recent spate of serial rapes. And he was undeniably dead, his throat slit open. He had been posed post-mortem, apparently watching for prey.
The officer shook his head, and reaching for his two-way radio, said "Good riddance...", then called it in.
(Enter Barry Allen plus Joe West, Eddie Thawne, Harvey Paulson, and other police officers)

*Joe and Eddie exit the police car parked outside the City Hall entering the stair case that leads to man's chalk line. Surprisingly, Barry Allen wasn't late this time and already working at the crime scene making examinations of the foot prints left behind. Both of them duck under the yellow security rope and walk over to him Joe West hands Barry a cup of coffee from the office, "So, what do we have in store for us today?" After taking a sip, Barry burns his tongue from he coffee, quickly takes his mouth away, and curses. He turns back to Joe and says, "It looks like we've got a serial killer on our hands and with a calling card to match." showing them the picture with a bloody mark written on it. Eddie takes a quick glance at the picture and asks, "Who's the guy in the picture?" While Barry seals the picture in a Ziploc bag, Joe explains, "The man's name is under investigation as a suspect in a recent series of serial rapes, but nobody knows what his real name is, except that he calls himself "Mr. Blank". Eddie frowns and asks, "What does this man have in common with all the other murders that guy will the calling card committed?"
*Both Joe and Eddie duck under the tape again plus holding the rope up for Barry as they walk toward a couple of Officers dusting the surrounding area for finger prints. Barry tells Eddie, "The serial killer seems to be only interested at the moment in killing highly-dangerous contract assassins throughout the world, probably trying to make a name for himself."
