Nexus was made before he made the other elementals because he wanted to make the leader first, so he could keep the elementals in order, considering he was going to be the most powerful out of all of them. He was made to control fire, earth, dark, light, wind, and water. However the reason why Nexus is not commanding the elemental soldiers is because he thought he was above cause he controlled all of their elements and left the lab when he was awakened.
