I'm pretty sure he;s not lightspeed, but he is definitely amazingly fast.

He is above lightspeed.

It's been stated several times in the manga.

I remeber several commetns on how he is moving faster than the eye can see, but I don't remember any point where they said he was moving at above lightspeed levels. Do know where exactly that happened?

He was being attacked by one of the Four Emperor's, and they said his sword was moving at the speed of light, and Kyo easily dodged it.
