wow tough choice.......... i would have to say lion-o case he has that gauntlent thingy but that only gives him a small advantage......... *like ripping away he-man's loin cloth rofl )

I Think Lion-O too, not because of his weaponry, but because he already bested every thundercat in their special ability, be it strength, speed, agility or wits, as seen on the "Anointment Trials" saga.
The one thing He-Man has over Lion-O is superior Strength, so, i guess Lion-O could keep up with him on account of his superior agility and fighting skills, thus being able to turn the battle in his favor. Of course, if He-Man was to get a good punch in, that's probably be the end for Lion-O, but i think Lion-O is smart enough not to get hit by him.

I cant remember hardly anything about them. Except that Lion-O's sword lets him see through walls. (he even did it on Family Guy)

He's like, stupid strong and fast. Plus he's older than Lion-O.
Mentally that is...I know they're both "kids..."

He-Man's speed is not that great, he never demonstrated anything beyond slighty faster than human speed. And Lion-O is no slouch either at speed anyway, he managed to keep up with Cheetara at their race in the trials so, i'm guessing he's pretty damn fast on his feet too.
