Captain Atom: Wielder of Nuclear Powered energy blasts, super strength, super speed, flight,can manipulate matter on an atomic level to transmute it to whatever he pleases.
Silver Surfer: Wielder of the Cosmic Power, is powered by the sun, has super strength, super speed, and the Board that can and has acted as a Shield and is indestructible and allows him to fly.
This is the battle of the "Shiny Ones" mrgreen

I think Surfer wins, the power cosmic probably enables him to withstand blows for longer than Atom can, being that this would probably be an energy blast fight, Surfer probably could shield himself more often with his board while attacking Atom.

Surfer. He can travel through time which is a decisive advantage.
