The sexual innuendo of the tattoo on his face is actually the number of kills he made before he was sent to prison, where the tattoo was given to him. He was sentenced to death row but escaped prison. Now, he's living a low life without killing people. He has his right eye missing from his last kill and hasn't tried to kill since.

✖ Sexual Relations ✖ Raines being a uke and highly danagerous means he needs a "master" who can deal with him being...well, violent. He's not soft and cuddly and he'll do everything to fight back.
