Well, I would have notify Army commander for your promotion if you have enough merits, but you only have 10, still got at least 5 more to go for a first promotion to Corporal. You might wanna finish the army training first to get more merits like I did =] But unfortunately, I am still suck at T1 forum style rping. I will update the list of ranks by 31st Aug to make a list of people who should be promoted and notify to their branch leader.

and can they also give promotions?
also, can Ranks administration officer (me) gives promotion as well?

Lightning... PROMOTIONS are automatic. Just because the list isn't updated doesn't mean that you're not -insert rank here- If a Branch Leader wants to give out a promotion, all he does is award X number of merits. SiC can only award merits with the FiC permission, and if the FiC is absent.

Nope, I've pretty much said all along that they're automatic, just that Branch leaders can mass awards merits if they feel someone is worthy of a promotion...
