If I want to role-play a character who is belongs to the Bleach storyline already, like Momo Hinamori, do I have to ask special permission to somebody first?

Not at all. The canon characters are on the main page, so if you want to take one you need only check to see if it's not taken already and submit a profile. =)

Is is possible for me to play 2 characters. I have asked already to play as Renji Abarari. Would is also be ok to play as Yoruichi Shihoin Also?

Of course ShadowWolf~! 3nodding I tend to roleplay at the least 2 characters in every guild I'm in. In this one I roleplay 6 characters, including two shinigami, a zanpakuto spirit, a Hollow, and two humans.
So yeah, PM me your profiles when you have them done. The RPC Skeletons to make them are in the Shinigami subforum. Just click on the sticky and copy it.

It's unknown at what seat you can be to achieve Bankai. The story differs between different people depending on their stories (i.e. Ikkaku had bankai but didn't want anyone to know because then he would be asked to become a captain and not allowed to serve under Kenpachi any longer. ). So if there's a reasonable story behind it then I'm sure it can be approved.

Hmmm... If I may intercede...
3rd seat is lowest seat possible to achieve bankai. That leaves 3 positions in each squad that can achieve bankai... this sound good Orihime and Dawn?
