Point of clarification please....

The prosecutors think that the underage daughter willingly went along with the arranged marriage and accepted her husband, yet the man was arrested for statutory rape because the girl was too young to marry. I thought that minors could get married legally with a parent's permission, though, and she clearly had her father's permission.
