Ninja Council:
* Each village gets 3 votes in the council - How those votes are divided up is up to the village.
* Only the village leaders are invited to Ninja Council meetings - They can discuss the issues with there moderators either on there own forums or through MSN/AIM/Yahoo Messenger.
* New Villages must be voted in with an Overwhelming Majority - 4/5 of the votes must be in favor of adding the new village.
* Removing Villages must be Unanimous - All villages in the council (except for the one being voted on) must vote them out.
* Before votes can be cast, every village leader must make a post that contains either there view on the topic or a -pass- (not participating in discussion) - If any village wants to debate the issue further, it will take place in a fresh forum and after 10 posts by both debaters or 5 days have elapsed, voting will commence.
* Order for Genin/Chuunin/Jounin exams will be decided by the Random Number Generator, as new villages are added to our society, they will be placed at the back of the list.
* Unless otherwise specified, decisions made before the council are based on the 'majority rules' mentality.
Major Issues:
* Academy Sensei Voting
* Acceptable Criminal/Hero Organizations (Akatsuki, ANBU, etc.)
* New Villages
* Village Specific Events (Genin/Chuunin/Jounin Exams, etc.)

Supreme Council:
* Each organization within the society gets 2 votes in the council - How these votes are divided is up to the moderators of the thread.
* Only the thread creators are invited to Supreme Council meetings - They can discuss the issues with there moderators either on there own forums or through MSN/AIM/Yahoo Messenger.
