You can pull off steampunk without them, but you'd need to make sure you'd make add-ons to your costume that give the feel. Unfortunately, not having much money will hinder your steampunk endeavors. It requires a lot of time and a lot of money to make a great steampunk costume since you have to buy and modify everything you do.

I am not too worried about my steam punk clothing. since i can sew on a very high level i can make just about anything im going to need. So why go and buy a 200 dollar corset when you can just make it right? 3nodding

Yes. Goggles do not a steampunk make; and a steampunk need not make goggles. Ultimately 'being' steampunk is all about you, not what you wear.

If you forgo the goggles, you might want to go heavy on the brass gears and other such hardware...otherwise, the look doesn't say "steampunk" as much as simply "Victorian". Not that there's anything wrong with that.

I don't do goggles, or gear for that matter. I guess No Such Machine, would simply label me Victorian or something. I don't really care though, since you don't really have to dress steampunk to like steampunk. ;3

lol I don't think goggles are necessary unless they fit the persona you're going for. I don't have a persona but I have a wide variety of costume bits I've scavenged (no goggles though). You only need protective eye wear if either you think you'd be doing something needing protective eye wear or the smog of the steamworld you inhabit might be dagerous to delicate eyes.

Goggles are not a requirement, but they are pretty good for convincing people that you're Steampunk. Since I wear glasses, simpy goggles doesn't quite work for me. I only wear my goggles on days that they would be applicable with the rest of the outfit.
If you can't afford to go out and buy goggles, there are some good do it yourself goggle ideas in the "Fabrication" subforum.

theres an awesome Curio shop where i live, which has great pairs of goggles. and they have deals with the optitians down the road so that if you buy any pair of goggles, take them to the optitians with a voucher the curio shop gives you, and the optitians will replace the goggles lenses with prescription ones for half price.
i would take advantage of this, except i have 20/20 vision, so i dont need glasses (except for cosplaying ^.Q )
my mate Dan has used this offer though, as he is the only other steampunk in my town besides me, and he needs to wear glasses.

I found goggles (and communist pilot's hats, for that matter) in many of the shops in Prague, of all places. Downright expensive (and badly maintained) they were.

I don't really care though, since you don't really have to dress steampunk to like steampunk. ;3 Of course you don't. I didn't mean to imply that you did. Steampunk is an ephemeral style, and there is no particular accessory that MUST be part of a steampunk look; that's the fun of it, if it works, it works. Not everyone in a quasi-Victorian world is going to be an airship captain or a mad scientist. I was speaking for myself personally-- I would not go with an off-the-rack look from the Gentleman's Emporium without first personalizing it with a few low-tech embellishments. That would seem to me all steam and no punk. And sir, I wouldn't think of labeling you. I have nothing but the highest esteem and warmest regards for my fellow Anachronists, scurvy lot of absinthe-bibbing rakehells, cads, trollops and trulls though they may be.

There are a few sites that offer Russian/Eastern European military surplus items at not-unreasonable rates, and I have found them to be a top-shelf resource for putting together the look. Below are links with which I've had some degree of luck. http://www.russianarmysurplus.com/ http://www.tridentmilitary.com/ http://www.military-quotes.com/military-gear/russian-uniforms.htm
