Ok, when my mum was my age she was fully puberty-itized. Well, not only am I flat chested, but my voice is getting deeper and cracking. So not only do I look like a guy, I sound like one too. What the heck? gonk

Everybody matures at a different rate. It's okay. Don't stress it. Even though your mom might have been fully developed at your age, it dosen't mean that you will. I was much different than my mom and my sister. Be patient. I promise it will come. Your voice getting deeper may be your way of maturing, either that or it is just adjusting and will eventually go higher. You never know! Everybody's body is different. As for your chest, that will come with time. :]

Im pretty shure your voice usually starts to change before you body does (noticably). so its probably a sign that youll start developin soon.
If nothing happens by the time you turn 16, thats when you start to worry

I was a really, really, really early bloomer. I started when I was 8 with the hair. I'm not even a hairy guy now, I just started really early.
Everyone goes through puberty, and different things happen at different times. My voice didn't deepen until I was around 11, other... things... around 13, and I wasn't fully mature until around 16. Hell, I'm almost 20 and I'm still not fully mature! xp
Puberty should be the last thing on your mind at your age smile
Enjoy your time as you are, changes and all.
