Luffy would murder him.
Luffy is stronger, faster, and more durable than any character in Naruto, in the very first chapter of the One Piece manga he KO'd a giant sea monster with one punch, he's smashed cities with his punches, he can move so fast in gear 2 that even one of the world's best - trained assassins who is superhuman himself can't even see him, he can throw hundreds of punches per second, and he is nearly immune to blunt force damage.

From what I've heard Luffy has taken down building with his bare hands, crush steel with ease, and many other feats of brute strength. There is also his rubber body which from my understanding allows him to survive blows like cannon fire. I think I'll give this to Luffy.
Feel free to correct me if me anything, I'll admit that my knowledge is limited on One Piece.

So applying the term 'human' is really rather pointless, as humans in real life can't do the things Naruto characters do. However, Luffy still wins easily.

If you are fat, your speed decreases outstandingly. Not that this matters due to Luffy's win, but Choji isn't slow. Give him some momentum with his body-expanding roll attack, and his weight won't slow him down. In terms of Buu, not that this matters either, he keeps up with SSJ3 Goku. Slow? I'd disagree.
