The Thirteenth Division is the only Division with the jurisdiction over the Human Realm. They are to watch over the Human Realm on occasion and they are supposedly the only Division allowed to do so. Along with this privilege, they are also the Guardian Division. They are the ones who also guard the perimeter of the Soul Society with their lives. If anyone was to head their way, they would be ready to fight before the other Divisions are given permission to fight as well.
