Why don't you make her as a premade so people can look at her and decide if they want to rp with her
Because I want the person to have the freedom in creating her, makes the character more enjoyable. and will make them want to carry on the rp if they put some effort into it.

You're going to have to elaborate a little more on your question, but if I understand you correctly then my answer would be...
Since she was kidnapped by bandits we could say she suffered from traumatic amnesia, at some point one of the villages rescued her, and then she joined them as a Ninja, from there I want her and Kenshin to eventually end up on opposite ends of the battlefield, obviously kenshin would have the problem of fighting his sister, but she wouldn't know who he is, so she would go all out. The fight would end at a draw or with someone saving kenshin, and then Kenshin would be hell bent on getting his sister's memory back. Then once he eventually manages that she would have a choice, either to hate kiri for not saving her, or to forgive them, this is up to who ever rp's her. If they go to the hate Kiri set up then we get an Itachi sasuke set up, if she forgives then their is really nothing similar by cannon.
As for the guild as a whole, this will bring two of the villages into a direct rp, with at least 2 squads involved most likely. Like I said before as long as the rper taking her is good enough she could be a jonin. Though I would prefer her not to be in Konoha, cuz I have my second char there and i might run head first into breaking the rules, and may even have no choice in the matter.
As for the character herself we can do anything with her, even a bloodline, I'm fairly certain I could add most of them into Kenshin as a dormant bloodline with out much issue. I may just have to remake the char a little bit. Also if the rper were to get approval I would have no issue with her having a Bijuu, though I don't know if they are letting people be Chunnin with them.
