Okay before anyone's like WHY WOULD YOU WANT TO MAKE THEM SMALLER THEY'RE TINY ANYWAY, hear me out.
I gained some Christmas weight and it just all went to my bust. Now I've been doing lots of cardio activity to lose that weight. I've lost a lot of weight around my waist and under my ribs (urgh it's actually scarily skeletal around there...not a great look) but nothing's shifted from the bust. I'm fairly sure the extra inches are from above and under my actual breasts since I don't think I've gone up a cup size, but probably have gone up a band size or two.
Anyway it's now ridiculous because I have to go two dress sizes up than 'normal' to fit into clothes. By that I mean, I usually wear size 8 UK and that fits fine around the waist area, but it won't fit the bust. I have to wear size 12 UK to fit my bust. Which means the waist part won't fit and everything looks too baggy.
So what are some exercises to lose some inches around there? I googled it but everything's about firming it up to make your boobs bigger, which is exactly what I don't want.

Dip a cotton ball in HCL and rub it against your bosom for about three minutes each day and it will get in through your pores and get to your adipose tissue underneath to shrink it.

It's possible your boobs are just still growing. And I have the same problem with dresses; I usually need a size or two up to fit around my boobs.
Also, I believe swimming is a great exercise for that. When my best friend joined our high school's swim team in 10th grade, she shrank quite a lot around her boobs. So, maybe try that?

Thinking out of the box here, maybe learning to sew is a solution. Mod the off the rack stuff to fit.

Yeah I think it's likely my boobs are just growing. I mean gene-wise, it was probably inevitable.
I used to swim competitively and I basically swim every other day during the holidays (it's too much effort during school time). Not sure it's making much of a difference in the bust area (though it does tone up my arms).
And I know how to sew and modify stuff. But then the only option for me is to buy stuff that fits around the bust and attempt to modify the bottom, but often that's just one piece (or the pieces go down length-way) and without completely taking apart the top, I can't do anything to it.
Maybe this is why they should sell clothing in three pieces. Bust, waist and then bottoms.

Only thing I can suggest is get a good bra with a lot of support that has circular wires rather than the typical U-shaped ones.
The support will create lift and, if the bra is designed well, will center them. The circular wires, in conjunction with the lift support will raise the tissue that's collected on the underside of your breasts so you have roundness on the topside of your breast above your nipples. This roundness on top will cause them to become slightly "smaller" as the tissue will be more spread out through the whole breast rather than concentrated just in the bottom making them sag which creates length which takes up more space.
It won't be a drastic difference, but it may be enough to get you into some things? I've noticed that while my boobs are 4cm bigger than they were a year ago, my shirts actually fit better in the chest because my boobs are held up, closer to my body, and are more evenly distributed.
I can also teach you some massage moves to help get the breast tissue up into the top of the breast if you're interested.

Thanks Chino, I'll bear that in mind when I go looking for new bras (I really should get on that, I measured myself and it looks like I've gone up a cup size).

I was going to recomend the same thing Chino did. The thing is, if you are developing more breast tissue (which we continue to do throughout the fertile years) no amount of killing adipose tissue. It may be too early to tell what your full grown size will be, but they will slow down in your twenties. If exercising isn't cutting the "fat", then perhaps it's not fat, and actually breat tissue such as ductwork and alveoli. Good luck with the bra shopping though. A lot of times simply finding something that fits properly makes a world of difference.
