read to them a lot. it helps with verbal skills. don't waist your money on pull ups. just get underwear they will realize that it's gross and will get trained quicker. take a class or something with them so that they get used to being around other kids. it helps them learn to share and learn social skills.

I'm not a mom but I have friends who have kids and I lived with someone who by now her son would be 4 at this point for two years.
One thing I loved about him was that in his terrible twos, whenever he wanted to throw a tantrum, he'd go limp and flop to the floor with the silent treatment. Whenever he did that, we'd just go back to what we were doing and then in a couple minutes he'd realize that we weren't paying attention and start acting better. Granted we never did that when we went out shopping or to other places. As a different method, if they start acting up in the grocery store or someplace and start screaming. Stop what you're doing, leave your shopping cart where ever you have it or ask an attendant to put it aside for a moment and walk out the store with your kid and sit in the car until the kid stops. That's how my mom did with me and my brother whenever we weren't getting something we wanted like candy etc. and it always worked. Mom would say "are you done now" or "are you ready to go back in there?" once we calmed down and we behaved fine afterwards. Plus the people around you will appreciate it as well. speaking from a retailer's perspective that is.
Also don't talk with them baby-talk style. Talk to them like a grownup. Like Nan-chan said it helps big time with verbal skills and making them want to talk and socialize more.
