well, singlasses have the tinting ink mixed into the liquid plastic during molding... so im not sure you could... as painting a layer of ink over the glasses would impair your vision horribly...
why not remove the current lenses and find a suitable pair of ugly huge fake hollywood suglasses (large lenses so that you dont have lenses too small for the frames of your glasses, that way you can modify them till they fit snug)

Go to a craft store, Michaels/The Works/etc, and get some stained glass paint. Three to five coats each lense, careful that it doesn't dry with any bubbles.

You could also try to find some loose car window tint. It might be too thick and dark, though.
If you're desperate, get a colored Sharpie marker and try to coat the whole lens as quickly as possible. A quick spray of some clear-coat spray-on paint sealant would prevent it from rubbing off. I did this with an old pair of plastic lab glasses (from a Chemistry class I was no longer taking) and it worked surprisingly well, but it wasn't a steampunk mod, and it looked tacky because I ONLY colored the lens and did nothing else. Got some interesting looks out of people though!
