The first pack led by Eve's wolf, Aurora, was originally composed of seven wolves. But after living together with humans, the wolves' protection within the walls and access to resources increased greatly, allowing for a doubling of the pack population within a second generation. Their numbers continued to swell to a size that could not be held by the few small caves found within The City. So in the year AL 13, the first Fort was founded.

Named in honor of the then Captain and first Wolfrider, New Eve was established as the residence for all wolves and theirs riders. More than fifty barracks were erected within the Fort walls, though a third of the interior space was left open as a training field. The Hall was the original Academy and the top floor housed the dorms for Recruits, but high demand of candidataes later led to the establishment of the current Academy.
