I've been trying to know for YEARS how to do this technique, yet no one's told me... I'm heart broken... could anyone here show me a tutorial or something???

the first thought came to mind when i see those art are just...use ALT in photoshop or SHIFT in Open Canvas..XD

to get painterly affectes neh?^^
