@Changing the Uchiha affinity, no. It's just an auto learned technique for anyone that joins the clan. It's of the utmost lowest level and useless too be honest once you pass lvl 15-20. You will find yourself creating your own version eventually which will be higher level and to your own affinity of choice.

And no, that is not how it works. The clan techniques are automatically bestowed upon a character when created. There is actually no limitation on what techniques you can learn, save bloodline/hidden techniques.

Jutsu all have varying levels these levels are a representation of their difficulty to learn as well as their power in general. The higher the level jutsu the more powerful it is. in regards to pre-made jutsu you can technically learn any level jutsu given you have a valid source to learn from. note the level of a jutsu also evaluates the cost on chakra or fatigue that it can cause from using ninjutsu/genjutsu or taijutsu respectively. Clan jutsu are considered premade and therefore you are able to use them permitting you are of the valid clan(or other means).
If you noticed most clans have a clan effect. In regards to Uchiha it is the copying ability of their sharingan. you can apply that to a custom jutsu and create your own 'sharingan'.

It's called a Custom Technique. As you level up your intelligence, every increment of 15 Int, you are awarded a new Custom Technique in which you can create a jutsu of a specified level. As an Uchiha you are privy to the Copy Jutsu effect which essentially is what makes the Sharigan work, therefore you can place that effect onto a custom jutsu and bam you have your own version of the Sharigan. Any who, don't worry yourself so much about the systems. You just joined, worry most about enjoying the RP and slowly reading everything you need to read.

So, just to make sure I'm understanding this.
I could just stick with my clan jutsu, and already have them?
Where I come from, we needed to learn said jutsu and everything.
But here, we automatically have them obtained if they're from BL, but we still need to be wary of the jutsu cost and such?

Yes, you automatically get this jutsu. It's just something given so you can get use to the effect during early levels as a lvl 15 technique is pretty much useless at later levels. Other techniques of course, like the Mangekyou(when it is released) will have to be learned.
