Before tor left tobi's body she put a seal on the inside of him so he couldn't use jutsu's. (I thought that much...*sigh*)

tobi couldnt do the jutsu
"i cant be defeated by a cell that destroys chakra or even a seal"
he fell to his knees his chakra was very low
(naruto lied tor when the sun rises the anbu will take me to another village to be arrested and killed)
