No clue. Rebooting might help, though it might not.
I downloaded it... but it won't install. It's complaining about the .NET 2.0 framework not being fully installed or something.

I already did, but now its saying that it cannot find the spooge drive (wtf?) and i must verify directx is installed corectly, which it is. When it comes up with the graphics configuration box, nothing shows up, just cancel

Most likely single player campaign only, as some of the upgrades carry with them benefits for the commander, such as increased LOS or a special weapon.
