It's all in the compression. Jpeg images are compressed by, as Meriko said, "dithering" the colors. If compressed too far or too many times, they get a grainy look that spoils the detail and can be very difficult to work with later. However, Jpeg images have the capacity to hold more colors with less filesize, so if all you are doing with an image is posting it on the web, and it has many colors (such as a photograph or a detailed picture) .jpg compression is the way to go.
Gif compresses files by limiting the number of colors to a certain amount, as Meave said. If you're using Photoshop, you can specify how many colors the gif is allowed to have. If there are too many colors for the gif to store, it will change some of them to the closest color available, which in some images will look absolutely awful. Gifs are the way to go when you are working with a black-and-white image such as a lineart, or an image with very few colors (like an avatar edit or a simple drawing), but they are absolutely horrid for photographs and extremely detailed pictures. Not only does the filesize skyrocket, but it looks nasty, too.
There is a third option -- if you absolutely have to have your colors and pixels remain perfect, you really don't care about filesize, you will not be posting the pictue on the web AND you have no need for transparency, go with bitmap. It holds the most colors and is therefore the most reliable for keeping a picture true to itself.
For my website art gallery, I always use jpg compression because the filesize is better and the picture is cleaner. For avatar edits, I use gif compression because it's nice and small and doesn't dither the pixels (so if I need to quickly select something later, I can do so). I hate bitmaps so I never use them, but that is a third option.

*ponders Q&A* It seems that the Bao are actually glitched. They may actually be dual-equip, or custom-equip according to hairstyle. Currently the Bao show up sort of doubled-up, which is why one Bao is lower than the other, and there are many more tapes than in the preview on the homepage. I will probably buy them when they get fixed and "cut my hair." XD

Honestly, forums don't interest me unless they are
a. related to some topic I am interested in (such as the pregnancy forum I currently haunt) or
b. Gaia. And then only because of the cuteness and the people here, not the chatting itself.
