^ is partially right. Phaedra gets confused eaily, but only by Saew. She thinks the simple fact that he can do what so many others can not is part of why she married him.
There are other reasons some not within ToS as well. But she thinks that's one of them.

riverfest = another excuse for the citizens of Wichita to get drunk and act stupid while merchants gouge the crowds for every penny they can get
