Old and dead characters are more likely removed then revamped. It has happened in several new codice now and it will carry on with the new codice. Codex: Imperial Guard used to have Macharius, but seeing as he's dead for almost a millennium, he's out. Same goes for Tycho, he officially died in the third war for Armageddon, so no use in keeping him around any longer. Captain Cortez of the Crimson Fists is also removed from the Space Marines heroes list. And Chaos players no longer have an official entry for Cypher (He's Chapter Approved now).
Old characters are being removed to make room for new characters and entries, seems logical to me.

I'm sure there's some new characters in the works. I vaguely remember hearing about a high- ranking Rune Priest of the Space Wolves, so they might be getting a new character soon.
BTW, Cypher had to be changed because he lost his C'tan phase knife in a duel with the Deceiver. They had to yank him from the Codex IIRC because the update hadn't completely caught up with everyone.

Cypher is, according to theory, trying to return the sword to the Emperor so it can be restored.

The V.3 Chaos Codex, Cypher's Entry Wargear: Master- crafted bolt pistol, master- crafted plasma pistol, C'Tan Phase Knife (counts as a power weapon). In the WD that had his updated entry (and IIRC the only change was the loss of the Phase Knife) made reference to a figure that matched the description of the Deceiver. Cypher whipped out with his phase knife, and stabbed the Deceiver with it (at which time the Phase Knife was absorbed by said C'tan)- and promptly vanished as his patron chaos god whisked him away. In any case, the old Codex was attempting to make clear that he had _two_ swords- the useless Lion Blade and a (temporarily) very useful C'tan Phase Knife.

I prefer the new rules, where he can use both pistols and use the plasma pistol as a power fist in the assault phase.
On the sword of the Lion that he carries, it is one of those things in the 40k universe that will never see a true end, but carries on as a everlasting saga. Which means in gaming terms: He will never complete his quest, otherwise a whole part of 40k folklore is bound to be discarded. Same goes for the stupid people who say that the Emperor should die in a massive campaign or that a hive fleet the size of the galaxy should invade Terra. Those things will never happen.

General VonCarstein yeah, those damn bugs seem to stick to maccragge mostly... Hm... I remember hearing somewhere that the fluff for up to 999 M.41 has been written (AKA up to the end of the 13th Black Crusade and Eldrad Ulthran's demise), but that GW opted to roll back the clock a little and deal with some of the things they might not've resolved properly, like the Damocles Gulf Crusade, 1st Tyrannic War, Badab War, et cetera.

Last I read they had fluff through mid 125 M.42 written up and that was the death of someone. Currently though it appears as though the GW writers are going back and dealing with the Badab War and the Necrotyr right now. Anyways, fluffwise the Emperor will die when he finally gives up hope for the curropt Imperium, the Illuminati will then sacrifice all of the Sensei into the Golden Throne and the Emperor will be reborn as the Star Child, a being who is the embodiment of all that is good with the human race and is incapible of being tempted by the Chaos Gods in any way, shape or form. Basically the Emperor will become the god the Imperium has built him up to be.

Basically the Emperor will become the god the Imperium has built him up to be. Assuming Tzeentch doesn't get in the way... there's talk that Tzeentch is responsible for the Emperor's entombment in the Golden Throne, and that if Horus had successfully killed him, he would've ascended as a sixth Chaos god and been uber powerful. Anyway, the Sensei and Illuminati were almost all wiped out by the Inquisition because it was discovered that Tzeentch had contaminated it. The Star Child Cult is effectively dead.
