Okay, at the risk of asking something I should know from reading the stickies(im doing that as I go along as I lack the attention span to read them all at once)..
How do I go about making a banner? All I have is paint so how do I make sure I stay within the size limit, and does anyone have any banner creating advice?

Well, the answer to your question actually isn`t in a sticky. ^ ^'' I will be making one soon for questions like this though.
In paint, the only way you can figure out whether or not it is in height & width limit, to to look at the bottom toolbar where there is a set of coordinates.
Let`s say I wanted to make a banner of Gackt. I would put the image on paint and then draw a rectangle around the image. Then to figure out the width & height of the picture, I would put my cursor over the bottom right side and look at the coordinates.
(dont mind Gackt`s stomach. xD)
In this case, the 179 is the width, and the 259 is the height.
As for 100k wise, make sure you don`t save the banner as a .bmp. Those take up lots of space. My suggestion is, in paint save the image as a .jpg/.jpeg
You can check the size by going to the folder where you saved your image and clicking on it once. If you look on the left side [assuming you use windows XP] you can view the size and dimensions.
(once again, don`t mind the gackt gallery I have on my computer. xD)
You can also right click on the image and click on properties and you should see the size and dimensions somewhere.
As for banner creating advice..
Try not to make what everyone else makes. Be an individual.
I personally use PaintShopPro [you can download a trial version at jasc.com.. it`s harmless.] to make my banners. It helps out a lot and there are plenty of tutorials online that`ll make you learn new things and get better at making graphics.
You can also go to websites like ignite.nu to get things like brushes and templates for your personal use. (:
