Well if you're asking for the 5th Division, it's cause one is just for the Fifth Division and the other is the lieutenant of the Kido Corps XD

The Hopeless Optimist Nah, the Fourth Division has two lieutenants because of the Sword and Shield Initiative. ^^
One lieutenant is a sword while the other is a shield.
Chiyudo Corps woulda been cool...

One lieutenant is a sword while the other is a shield.
Chiyudo Corps woulda been cool...The Fourth Division is pretty much that XD
