I think we should violently beat all school children (K-12) twice a day with a stick. Not as a disciplinary measure, but just for the sake of beating them. What would this accomplish? Well, if a child fails the year and has to repeat a grade, that means that she or he has to endure another year of savage beatings. Thus, the children are motivated to pass all their classes.
As more children start passing, the bar will be raised so that a small percentage of American children is always failing and getting beaten an extra year. The end result is that America's children will become smarter.
There. I just solved all of our education problems. We could call it "Blow to Child's Left Behind!"
