The silence ticked on by, and while Seth noticed the two looking at each other, he didn't acknowledge it. Still, the silence remained heavy in the air since the Executive didn't seem to be in all that much of a hurry to address them and get them out of his office. He continued scrawling away on papers, and then eventually turned to his computer and squinted at one of the screens. His long narrow fingers expertly flew across the keyboard as he composed an email and then sent it off.
Beta, still looking at the both of them upside down, eventually turned its head right side up again and looked towards Seth as he continued with his busy work. The Porygon-Z then lifted into the air to levitate a few inches above the desk. It remembered them! Beta saw Faleen on a fairly regular basis, but Izaya he'd only seen once, when colliding with his head. This action had confused Beta, but didn't bother it in any way.
The Pokemon then levitated forward and stopped within a few inches of the grunt's face. It turned its head upside down and back up again in circular motion as it stared him in the eye. Then did a complete circle around his head before coming back to face him once more. Seth glanced in the direction of the curious Pokemon for just a split second but didn't say anything.

Seth had never done anything like this before, but it didn't take Faleen to long to figure out what was going on. Even if she didn't he was still higher rank, and despite how curious she was to know why they were there, it was her job right now to just sit still and be patient until Seth decided to speak to them.
As the pokemon sitting on Seth's desk moved though, Faleen's eyes shifted to follow it for a couple of seconds. She knew this pokemon of course, and knew it was this pokemon that had contributed DNA that had created her own Porygon, Her darkly colored little misfit coming along fairly well in its training, she noted to herself.
It seemed to take interest in Izaya for now though. getting rather comfortable in the grunt personal space. Her eyebrows raised, but she returned her gaze straight ahead.
The engineer had to admit, she was rather surprised... pleasantly surprised that Izaya had gone this long being quiet and waiting, from what she's witnessed of earlier behaviors she would not have expected this.

It had to have been a test. It had to. Either that, or Seth was just being selfish. Maybe just getting personal revenge on Izaya by making them wait. Was he really so selfish as to waste away Faleen's time, too? It was now pretty obvious the agent wasn't used to such behavior from her superior. So much for Seth being predictable. Still, that makes him all the more fun to observe, the grunt thought. Secretly, he felt a bit triumphant at exposing a new side of the executive that even those he'd worked closely with for years hadn't seen. If he was, indeed, the reason.
This was getting to be bothersome, though. The longer they had to sit through this, the harder it was going to become for Izaya to maintain his polite, subservient disposition. He had expected Seth to want them out of his office as soon as possible. Why, then, was he making them wait? Surely he didn't enjoy having them sit there and watch him.
Just as he thought an impertinent question would fly off his tongue - something along the lines of if Seth wanted so much attention that he regularly called captive audiences to his office - something unexpected happened. The ever-distracting Beta glanced at his trainer before lifting off from the desk, presumably assessing the newcomers in some way before actually moving forward.
As the Porygon-Z hovered mere inches from Izaya's nose, he finally lost his composure. As Beta rotated its head and stared him in the eye, the grunt burst into laughter. Once it had finished its circuit around his head, Nakura put up a hand and gently pushed the rounded, levitating pokemon away from his face.
"Now who's bothering who during work?" he asked it quietly, half-wondering if Seth had put it up to this. He doubted it, but then again, Seth hadn't done anything to stop it, either. Catching the executive watching, crimson eyes briefly met blue before Izaya promptly recomposed himself. though he pulled the visor of his cap a little lower over his face to keep Seth from seeing any 'insolence' that might have been evident in them, he could do nothing about the smile that had firmly planted itself on his lips.

Seth didn't have time to stare at Izaya, and looked back at his computer screen, his fingers flying across the keyboard and eventually ceasing as his email was sent. He then continued to do work on his computer, the likes of which was unseen to the agent and grunt pair sitting before him. However, Izaya's laugh and words didn't go unnoticed, but Seth never looked away from his computer screen.
"Now that you've seen that I simply don't lounge up here all day, are you enjoying playing with my Pokemon Mister Orihara?" Seth finally spoke, his voice level and calm. "Beta, leave him alone." "Zeeeee." The Porygon said in disappointment before floating away from Izaya and returning to his place on the desk.
"I can hardly stand to be in your presence as well, but as Rockets we do a lot of things we don't want to. You will have to get use to my whims and wishes, whether you like it or not. I'm a teacher and your superior as Faleen has said. I don't ask you like me, I sure as hell don't like you, but you will show due respect to me and anyone above you. You could learn a lot from Agent Faleen, and that's why I've brought you both here."

She listened to every work he spoke, event though they were directed at Izaya. Though it became very clear to her, that he had heard the discussion they had held before entering the room.
The agent did a quick, subtle sweep around the room, guessing there were camera's that he had been watching in the elevator and hall, it didn't surprise her if that was the case, most of the HQ was surveillance carefully.
Still, She couldn't help but feel a little flustered about that, even if she should have expected it. Shoulders stiffening a bit, she blinked slowly twice, her cheeks already a little pink.
So... She was supposed to be here, and it gets further to the meaning of this meeting. Learn from her? Last she understood Izaya was under Aila's charge as a Trainee, but he didn't need that level of supervision from what she heard, did he?

All of a sudden, everything clicked.
The crimson-eyed informer was amazed and impressed. He hadn't actually expected Seth to go to such lengths just to prove a point or two. It was almost flattering that he would go through the trouble. The grunt glanced over at the agent and back again to the executive.
Still... he thought, recalling what he had said to Faleen earlier, He's still indulging in his isolation and introvertedness. What had Seth been like as a grunt or an agent? Izaya wondered. Was he social with others? Did he ever enjoy himself, or was he a workaholic like Aila? ...Likely the latter. He'd probably never know.
The fact that you had to put yourself on display doing work could just mean you wanted to be observed. You were wasiting both Faleen's and my valuable time by doing so. You're still just as childish as I first thought by sacrificing precious time for the sake of your pride. I'm not sure whether to feel honored or not that a mere grunt like me could drive you to feel such a need to express and explain yourself. Do you do this with all your unruly subordinates, or am I just special?
All this and more bubbled to the forefront of Izaya's mind, but he spoke none of it. It wasn't in the hopes of keeping up his behavior - that had already been dashed to pieces when Seth had revealed he'd heard them. It was simply because the informant felt beaten. He could respect a game well-played, and though up until then he hadn't seen Seth for his status as an executive, this was a new development. This was one of those rare reasons Izaya could respect the man as a person and for who he was rather than some superficial rank.
Sure, maybe Seth had just been working for the time that he was in front of them, but that was a silly, baseless accusation that would serve little purpose in any argument and was probably just as unlikely. The time hadn't been wasted because the executive had proved a point. His actions could have been considered childish, maybe, but it was a far more mature, clever comeback than throwing a pokemon at Izaya's head or ripping up the grunt's parka. At least Seth wasn't yelling or screaming and his complexion was of a normal skin tone.
So, at last, when Izaya opened his mouth to say something, it was only this: "Yes, sir. I understand and agree."
Though his words were obedient and his voice steady, the info-broker couldn't help but feel somewhat uncomfortable. Last they had met, he had introduced himself to Seth as 'Grunt Nakura'. The fact that he had now been addressed by his real last name was unnerving due to the very likely probability that Seth had done through and read Izaya's file. How embarrassing.
Despite that Izaya spent his time gathering info on others, the informant was not used to people knowing accurate information about him. It made him feel quite vulnerable, as if the executive agent before him had him pressed up against a wall once more; only it was figuratively this time rather than literally. No matter the method, it didn't make Izaya feel any more safe.

Seth was naturally in charge of surveillance since it was part of the tech department. He had direct access to all the surveillance in the base, with the exception of the Boss's level, unless there was an emergency. It really was no wonder he had overheard Faleen and Izaya's conversation on the way up.
Izaya would just have to keep wondering about how Seth use to be when he was a lower ranking member of Team Rocket. There were very few people still around from those days, or at least that were stationed in Kodo. That is unless Izaya managed to ask TRP, she could probably tell him a lot about Seth's past work in the organization. But it was unlikely that he knew her or that she had any sort of connection with Seth.
As the grunt voiced his understanding, Seth finally turned away from the computer to face them both. "Good," he stated in a simply, flat tone. Perhaps there was hope for this grunt yet. If so, then his efforts and irritation would not have gone to waste. Izaya, nor 1337, were the first "difficult" Rockets that he'd come across. He's seen plenty get over themselves and become decent members. The ones that didn't... were no longer with them, so to speak.
Seth's icy blue stare then turned towards Faleen as he addressed her. "I am assigning Grunt Orihara as your partner, Miss Ewell. Since his previous mentor already has a partner, you will now be taking that roll. You have proven yourself to be an upstanding Rocket and I can think of no better person to work with him. I trust that you won't let me down. Either of you." The last statement being pointedly directed at Izaya.

The blond agent sat in her seat, eyes ahead, posture straight. She let her hands unfold in her lap as gloved fingers lay over one leg, the other gently placed across the assortment of Dusk, Dark and pokeballs strapped to her thigh. She had been in this situation many times over the years, she was neither worried, nor uncomfortable, and remained with a sense of calm intrigue.
Hazel eyes once again glanced over to Grunt Izaya when he replied to Seth with both respect and politeness. She had to admit, that impressed her. Despite his previous opinions that had been stated, the agent had to give Izaya credit, he was learning, and by all appearances making an effort this time.
The smallest of smiles feathered the corners of Faleen's lips before feeling Seth's ever piercing eyes turn on her, the Agent turned to meet his gaze, giving him her attention as he meant to talk to her.
As he started to speak, Faleen's expression shifted, both eyebrows arched, taken aback by the news that she was... being assigned a partner, to whom was none other then Izaya himself.
This surprised her quite a bit, something that was apparent while she just stared back at Seth, wide eyes blinking quickly two to three times, but otherwise she didn't say anything.
Her silence might have had more to do with the fact that Seth had kept talking, lending more of an insight as to why this decision was made, and what was expected of them. But more then that was the praise that her direct superior had given her.
What followed wasn't anything unusual for Faleen, as her cheeks flushed red, her lips parting slightly.
Anyone that knew Seth, knew that the Executive did not make it a habit to give complements. The closest she had ever gotten from him had been when she had been promoted. But this was quite... surprising.
She knew he had not always had this opinion of her, so to hear this from him meant more to her then probably anyone in this room would understand, even Seth himself.
"I..." she blinked once he had finished. righting her expression quickly to one that was more typical of her professionalism. "You will not be disappointed Sir." She replied, almost at a loss for words.

The grunt shifted and squirmed in his seat restlessly, finding it harder and harder to keep still. If only he could get up and walk around; maybe pace a little. But no, that wouldn't do here. He still had to behave for the time being, no matter how antsy he was getting.
"...Partner?" he repeated suddenly upon hearing the word. As he didn't seem to be the one being spoken to, however, he quickly shut his mouth once more and slumped down in his seat, looking down at his shoes so that his cap hid the entirety of his face. Well, this was certainly a development.
As much as Izaya liked Faleen and admired her, he wasn't too fond of the idea of being her partner. He wasn't fond of he idea of having a partner period. He liked to watch people, not work with them. Hadn't his actions at the outpost already demonstrated how badly he worked with others? He was hardly able to concentrate on the rest of Seth's words and Faleen's reply as he tried to think of a way out of the situation.
"S-se - Executive, sir," the grunt stammered once Faleen had spoken, "With all due respect, might I ask you to reconsider...?" He raised his head, a rare expression of concern crossing his features. "While I fully respect Faleen-san as an agent and, of course, yourself and your decisions, I have to question this particular action. For the sake of all involved." He glanced briefly at the blonde woman with something that might have been apologetic, though it was so quick it was hard to tell.
"Let's be frank, here. Don't we all know how well I get along with others, particularly my 'superiors'?" Not that he meant to, but he often found himself running off his mouth before he could stop himself. He just wasn't used to thinking anyone was above him. As if in fear of reminding Seth of unpleasant memories, however, Orihara quickly added with a sheepish laugh, "Besides, we're not even in the same department. How will we be expected to work together when we hardly know anything about each others' work?"

As soon as Izaya's first stammering words came out of his mouth, Seth turned an icy stare on the grunt. Faleen's response had been appropriate, his however, was not. The man thus interrupted Izaya's prattling before he could finish.
"You have no choice in the matter. I don't give a damn what you think. This is the entire point of having you work with a partner. Get over it." All of this said with a even tone that gave the false illusion of patience. The look he gave Izaya said otherwise. As if he would kill the grunt should he question his orders again. Seth didn't bring them up here for a discussion or to hear their opinions. This was how it was going to be whether they liked it or not. Most people in Team Rocket didn't get to choose their parents, and only a rare lucky few got to work solo.
Beta tilted its head to the side slowly, then let it go to the other side in a rattling motion.

Reaching a hand up to tuck her hair away from her eyes, allowing hazel eyes to see more clearly as she glanced over to look at Izaya along with Seth as the Grunt voiced his concerns.
She didn't blame him, in all honestly, and she certainly didn't look surprised or offended that he didn't want this to happen, no. She kept a level, calm expression when he looked over at her with something of an apologetic look, or, you could call it that anyway. The blond engineer didn't say anything though, that was Seth's place to handle while they were in this room.
Faleen knew this was going to happen eventually, especially now that she was an agent, But she didn't expect to be partnered with Izaya, and honestly... She couldn't help but wondered why. She didn't trust this man that much, He didn't seem to get along with very many Rockets at all, and it was very clearly that he knew how he be, or understood what it meant to be a partner even less then Faleen did.
The last time Faleen had thought about partners was with Will... and clearly that didn't turn out in any of their favor. She hadn't considered it again after that, and she realized how unprepared that made her...
She turned away from Izaya, folding her hands back into her lap, and looking at Seth. She trusted Seth though... and his judgment. He wouldn't be doing this to her unless he knew it could be beneficial to Team Rocket in some way, and in the end, thats what was most important, or should be most important to any of them.
This was just another challenge Izaya and her were going to have to figure out.

A quiet sigh escaped the grunt and his shoulders drooped slightly as he was cut off. He hadn't really expected to change the executive's mind, but he hadn't expected to be shut down quite so quickly, either. It looked like his opinion was still far from mattering to anyone, least of all Seth. Heh, come to think of it, it was likely his opinion would never matter to Seth. At least the executive had been bluntly honest in his word choice, which made a misunderstanding almost impossible.
"Yes sir," he answered calmly, though when he glanced up to spot the expression the blue-eyed man was directing his way, he began to fidget in his seat once more, diverting his own gaze elsewhere. At Beta. How can you stand your trainer? he wondered mentally, inclining his head in the same direction as the pokemon before remembering where he was and sitting back straight up in his chair.
Faleen didn't look like she had anything to say on the matter. He wondered what she was thinking about. Due to the impression Izaya got that she wasn't a very opinionated person outside of the interests of Team Rocket, he had trouble guessing at her personal preferences. Maybe she didn't consider them important enough to indulge to anyone.
Maybe, though, as her partner, Izaya would get to learn more from her and about her than he had been able to previously. It was curious that Seth had paired him with an agent, but it seemed to make sense. At least it wasn't someone who was likely to lose their temper with him, or he with them, like maybe Claire.
No matter the case, the decision was made and they would have to live with it. End of story. Izaya was about to rise before hesitating and glancing back to Seth with a fleeting look. "...Will that be all, sir?"
He didn't think he could take another of those death-threat-glares without reacting in some foolish, possibly offenseive manner. It was like an invitation to rise to the challenge with that show of Seth's emotion towards him, tempting Izaya to just make one wrong move. Though the grunt knew the danger was very real, somehow the knowledge of that just got his adrenaline pumping, making the dare to anger the higher-up all that more enticing.
He was dying to see a more human Seth, yes, but at the same time he had to remind himself that he didn't at the cost of another demotion, more time spent in the brig, or any other number of very unattractive consequences. Thus, the grunt was ready to get up and go as soon as he was permitted.

Seth watched the expression of both Faleen and Izaya carefully, but moreso the latter. However, he seemed to be satisfied with Izaya's response. Like a good little Rocket, he seemed to accept his fate, as it should be. Faleen would be a good example for him, thus there was hope that Izaya would become a model Rocket yet.
When asked if that would be all, Seth nodded and leaned back in his chair. "Yes, you're dismissed." And with that, the Executive returned to his work.

Faleen pushed against her knees, standing up once the two of them were given permission to leave, and let Seth return back to his work. "I will have updated report on your desk this afternoon sir." she told him lightly once she was on her feet. "Thank you sir."
She knew that was usually something a lower rank then executive usually took care of, but he felt it necessary to take the time out of his work , and clearly a lot of work. Probably to drive the point home to Izaya about his future in Rocket. Seth was giving the grunt a chance, like he had given her so long ago. But this time it was partly her responsibility to make sure this worked.
She couldn't help but ponder though, as she walked to the door, and opened it to allow Izaya to step out of the Executive's office. When in the world was she supposed to do now? She better not screw this up.

With a mental sigh of relief, the grunt pushed his chair back and rose, only to walk around and return it to its place in line with the other in front of Seth's desk. Feeling Seth's intense gave on him once more, Izaya walked backward slowly, not feeling that it was either respectful or safe to turn his back on the executive just then.
He must have misjudged the distance of his walk, though. As he awkwardly attempted to bow at the waist before he turned to go - it seemed like a respectful thing for a grunt to do, as well as reminiscent of both Seth's and Izaya's native culture - his backside hit something, causing it to wobble. He glanced behind him, curious as to what he had hit, before he realized it was the bookcase.
At first, it didn't seem like there was going to be a problem, because the case, supported against the wall as it was, did not topple. Something sitting on the case, however, did. Izaya's eyes widened as he watched the glass figurine of the Salamence, his heart leaping into his throat as it seemed it would fall. Oops.
