As the Kage from the village hidden in the Snow as well as the Village hidden in the Stone entered; Hakubo looked over, looking the two over as he had done the others in the room. He remembered Keichii from the past; they had never really gotten to know each other; all together the two of them had MAYBE said a total of twenty words to one another in there life time; but at least he knew he was strong enough to be a Kage. However as the Stone Kage walked in Hakubo almost had to do a double take at the girl; she looked like an Academy Student; he knew looks could be deceiving but that was just an odd sight to see; Even though it didn't show on his face.
As he looked over at the Snow Kage bantering back and worth with the Mizukage; He noticed Suijin scowling at Samehada; which to him wasn't a weapon; it was more of a Ninja Companion; it looked like a sword but was a fully thinking creature that would act well on its own; Even though it shouldn't seeing as his ranking but the scowl couldn't help but make Hakubo grin; the main reasoning was; even IF Suijin Could get her hands on the Sword; which she most likely couldn't' the sword would Reject her instantly' the sword had grown very fond of the Tukikage over the years; complaining with a shivering gurgle even when placed down and cut off from the Kage chakra, at times it acted almost like a toddler; whining when it didn't get what it wanted; and there where many Ninja who can attest to the fact that the sword would quickly attack anyone who picked the weapon up other then Hakubo. Mainly from people picking the weapon up to take a closer look while in the Tukikage's office, its not like he needed to guard it or anything; the sword was its own defense system.
So they where still waiting on the Kage of the Grass; as well as the Cloud village's, Seeing as how all the Kage's most likely got there messenger birds at the same time he couldn't really picture the wait being much longer; however he also didn't know how long the others had been waiting before he got here. Most people would have asked this but even as a Genin, Chunin, and Jounin; Hakubo never really spoke; that was unless it was to his partners; mainly to flirt with Shichiyou; who was now his wife; be nice to Maha; or simply to piss off and pick fights with Warui... even though Shichiyou and Maha tended to Drag the two apart before things got out of hand. ((Example)) Other then those exceptions; he tended to remain silent until spoken too; or there was a reason for him to comment.
As he remained there watching the others Samehada shivered slightly letting out a faint gurgle; most likely exited by the sheer amount of Chakra in the room; which in turn made it absorb a bit more of Hakubo's chakra then it tended to; the sword was a damn Pig when it was exited. There where a few Kage who he didn't know much about, mainly the Rain Kage and the Kazekage; who both where relatively new, the Kazekage having literally just been promoted to Kage; in truth; his file was sitting on his desk back in the Village hidden in the falls; and if it wasn't for this meeting he would most likly be reading it at this very moment.

Probably the last to arrive, the androgynous Kusakage had finally made her appearance. Despite possessing masculine features, it was very clear that kage was female due to her voice. "Shiori, don't dawdle," said the woman as she bowed quietly to the other kages, seating herself down as she folded her hands perfectly on top of her lap. It took her a while to get here; due to the various switches in kages, Kusagakure could barely maintain a proper representative, let alone figure head. She had simply been given the title because she had been asked. It was expected of her. She didn't really think she'd last long as a kage. The only woman suited for that was Ikimi Sanae, and she died years ago...
Quietly, she took note of the people around her and crossed her legs in amusement, resting her hand on her chin as the woman next to her gulped and fiddled with the hem of her kimono; as if the tension wasn't already obvious enough... Nearly half the people in the room were either attendants or guards... This made her feel a bit uneasy... To be honest, she didn't want to attend the exams as a kage, but since it was insisted she'd attend, Natsu found no other way around it. The grass, unfortunately, was not in its brightest of conditions. The last kage left quite a mess of things... Err, financially speaking. Hardly anyone deemed worthy of being a shinobi these days... Natsu was literally a gem amongst a sea of brass. Nearly half the people she met thought she was a cross-dresser. Of course, she couldn't blame them; she perferred to wearing men's clothing than woman's clothing. Made her feel more comfortable and less conflicted. And due to her upbringing, Natsu had not always been treated like a girl; her family raised her as a boy instead. She wasn't used to wearing such formal clothing, either... This was just something made for her to wear for the occasion... She hated dressing in high fashion. Made her feel pressured...
Snapping from her thoughts, she then gazed over at the latest handful of chuunin and groaned inwardly as she studied each one of their faces. She doubted any of the kages would be able to recognize her let alone know her, but she heard quite a bit about some of the familiar faces around her. Like the Mizukage, for example. And the Kazekage, whom she had heard from her attendant, and she quote, 'was a sexist pig'. As for the Mizukage, she had heard various bloody, violent tales about her that she found it difficult to believe they were actually true. Yet looking at the woman suggested they weren't lying at all... Despite her old age, she looked fierce for a kage...

The woman that followed behind the Kusakage was a mousy-looking female who took small, timid steps behind the woman and followed closeby as the woman sat herself in the nearest chair and seated herself next to her with her eyes casted down at the floor. Nearly half the people in the room scared the poor attendant to death, and it was an experience that suggested sitting in a cage surrounded by rabid dobermen... The look, however, on her mistress's face suggested that she was either amused by this... Or just simply bored. She then began fiddling with the hem of her kimono sleeve and let out a soft whimper as the woman next to her began to eye the kages around her.
Why... Why did she ever agree to this...?! She should've said no, she should've stayed at home if she knew there were alot of important people sitting in the room... She just couldn't deal with this... T-The pressure was killing her...!!

Denrei stood up a bit straighter. The Cloud Kage was still not here... everyone else had arrived in short order. Impressive- but not unexpected. They where the strongest ninja in their village... or at least a proxy for one.
Addressing the table of gathered delegates, the Udai Ninja approached the position she was to stand in.
"Excuse me... we will begin as soon as the representative from Kumogakure no Sato arrives..." Her voice was direct and curt. There was a hint of anger, a hint of respect, and a pinch of distrust. It all made for a very dry meal...
She expected the room to become quiet after her announcement, any person worth their salt could tell that.
Next... each Kage would be given asked to update the other Kages on the situation in their village since the last "official" meeting... which was over the last 3 years. On the surface it was about transparency and trust. In reality, it was about giving intelligence to a potential enemy. By reading into what the Kage disclosed, you could see what sort of card they where playing. Having your own intelligence helped too. If someone was giving misinformation and you knew it- it made it much easier to gauge them as a person. Being fully aware of this, Kages normally just omitted things rather than flat out lie.
"Oh the wonders of the word of the ninja... mistrust abounds..." The line echoed in her mind like a gong resonating...

Nemutai Kumorai Zzz...
A few minutes after Denrei stated that the meeting would start after the Kage from the village hidden in the clouds arrived; The man walked in almost as though on Que. He was wearing the same clothing he had when he had been a Jounin and Body guard to the last Raikage; a set of thick armor that appeared more Samurai like then Ninja like; that fact only was enhanced by the fact that he appeared to have little to no ninja gear on him at all; in stead a large b*****d sword as well as a thin Katana; one of which was attached to his back while the other was strapped to his side. "I apologize for the wait; it appears I am the last to Arrive" He said bowing to the other Kage's, it wasn't the fact that he considered MOST of them higher ranking then him even though they where the same; it was more the fact that it was simply polite to bow when making others wait.
As he stepped into the room; he looked around and noted a few people he knew. The Kage from the Village hidden in the Mist; Grass, Stone and Snow; he had seen over the years; never spoke to but seen. While The Sound, and Leaf clearly had stand in's for there Kage. The Sand and Rain where new to him; he guessed that they where new seeing as how he hadn't even read the files on them yet. The final person was The Tukikage; who he was simply shocked too see; the Kage from falls only seemed to leave the village for these meetings; so Nemutai had never actually seen him in real life at all. "I hope you where not waiting that Long" The Raikage said as he walked over to his seat and sat down; not knowing if Kiko had entered the room yet.
He was in fact strong enough to be a Kage; he just simply didn't want to be one; having almost been forced to take the position over the other Qualified Ninja in the cloud simply because he had been the last Raikage's guard; meaning he already knew most of what was going on in the village at the time; at a Kage level.

Tsukiko walked behind Nemutai quietly, keeping a dignified look on her face as she took her place behind his chair with San. She avoided eye contact with most of the other Kages-anything could be read as mistrust or as malicious intent. She recognized a few of the Kage from her travels-though it had been well over a year of traveling since before the last chunin exams, when Tatsuya had won. There was the Takikage-she wondered how his son was doing, but there he was, right behind his father. And the Mizukage-bitter old tripe that she was, she at least knew how to handle her village. Then the tiny, sweet Tsuchikage-she was still soo little...but that made her a stronger leader-Kiko was sure there was an ability behind such a youthful appearance, whether it be a chakra-absorbing jutsu or a transformation. The rest were unknown, save for that familiar smell of cigarette smoke coming from the ANBU who'd sought out Ichi and the newly found Denrei. San sat politely next to Kiko, keeping an eye out underneath the table they sat at for any suspicious movements.Tsukiko Theme

As the Raikage entered the Room; he took note of the man; it was a bit odd to see a Ninja wearing just heavy armor; but then again there where many thing that seemed odd to one person but not to others. Such as wielding 7 swords at once was weird to all but cloud; so there was no point in judging or making comments at the moment. (Like the first person to ever see the seven sword style most likely thought B was Crazy; before he was shaved into thin ninja shreds); however as the girl behind the Raikage walked in he was slightly interested; it appeared she was either called back form her last mission or completed it. Seeing as how she was no longer with the other two that she had been with before hand when they had come to the village hidden in the Falls on there search for any information on the Tailed Beast's.
As Kiko walked in the Boy standing behind Hakubo looked over at Kiko and Gave a slight nod; There was no smile on his face as he did this; and unless you where looking directly at him the nod wouldn't be visible; but he waited until the moment Kiko had been looking at him before doing so. As soon as the Boy made that motion he went back to what he had been doing before; which was scanning from person to person in the room; one after another; keeping tabs on what everyone was doing at that moment; even if they where simply just sitting there doing nothing; or talking like the Kage from the Snow village and the Hidden Mist.

 Denrei gave a small, curt, professional nod. "Very well then. Since Kitagawa-sensai was gracious enough to allow us to hold this meeting in her village... I would like to invite her to speak first."
There was obviously a good deal of respect towards the Mizukage in her voice. Denrei and her where both... ambitious... and fierce. Both women where respected by outsiders and somewhat feared by their subordinates. It was an odd comparison, but one not far from the mark. With a slight bow, Denrei gave the floor to Suijin to explain the important parts of what had transpired in the last 3 years in the Hidden Mist Village.

Even though the meeting had been called on relatively short notice, her assistant had somehow managed to fit in six short review sessions making sure she had all the information that would be relevant. Most of it had been a waste of time since the only interesting events were pretty damn hard to forget. "A couple years ago, one of my teams was attacked by two rogue ninja. We managed to capture one and had a team from Leaf interrogate her. He got the name 'Shikyo' and Zhang Gou- assumed to be their leader. After doing some digging of our own, we learned the girl's name is Oeyo Kuno, ex-Mist and still in captivity. Just before her interrogation, a man, 'Gansaku Soriddo,' claiming to have been sent by Falls made an attempt to kill me. An obvious failure, but he did cause a great deal of damage to my village." There was an obvious, bitter tone in her voice. Lady Mizukage was known to hold grudges, and if anyone thought that the space of three years would be enough to quell her wrath, they would be sorely mistaken. "Following the interrogation he attempted to break Kuno out which, again, was a failure." Now, this next bit of information she wasn't sure had much importance, but in this world- just about anything could have some shred of importance. "While clearing away the rubble, a vase of roses were found completely untouched. We didn't think anything of it until the last year's chunin exams when a rose appeared in my lap, quite literally out of nowhere. Both appear to be the same kind of rose- maybe they're related, maybe they're not." She let her eyes drift around the room, passing over each kage or proxy with passive eyes. "Other than that, can't say much of interest has happened." Now she was really glad she'd chosen Mizuchi over Dev to be her gaurd. The old dumbass would have chipped in right there about how she had a stalker. He hadn't stopped going on about it since the last exams!  Denrei listened intently, her face nodding. Her face remained intelligent and passively scowling. Reports confirmed her stories for the most part. Nothing glaringly wrong... Mist had been hit relatively lightly.
The Udai representative nodded respectfully. She didn't like to play the political game, but she didn't mind as much as some.
After a few brief moments of silence, she spoke once again in her moderator voice, "Thank you Lady Mizukage... your report has been most informative." The line was accompanied with a bow of respect before she turned to address the rest of the table. "Our sources have confirmed that Shikyo Shuuryuo, Oeyo Kuno, and Gansaku Soriddo are members of the crimial organization Wairudokaado. As many of us are aware, Cloud suffered a tragedy at the hands of the Wairudokaado Organization as well... I'd like to give the floor to the Raikage." With that, she gave a slight nod to the Raikage to begin.

Nemutai Kumorai Zzz...
As the Mizukage spoke Nemutai remained in place listening to each word she said; he knew that the Mist had been attacked; however little to no details had been given out to the other villages meaning that what she was saying was all new information to himself as well as the other Kage’s. However as Denrei addressed him; and informed him that it was in fact his turn to speak; Nemutai nodded slightly to the woman before standing up; stretching slightly before beginning. “Thank you Denrei” He said before looking at the other Kage’s even though he had been Kage for almost 2 years now this was still the first time he had actually addressed the other Kage’s seeing as how the only other time he had seen them was while he had been at the Chunin exam; and there was little to no interaction between the Kage’s other than slight banter back and forth about each other and the consistence.
“Two Years ago the village in the clouds had been attacked by 4 wild card members; the first of which was from the wounds infected to those he killed; most likely an Aburame; this member managed to destroy a large section of the village as well as level the prison; after letting the inmates free. The name of this wild card member is still currently unknown” He said looking over at the other Kage’s there had been slight information leaked out to the other villages but really the Udai was the only one to know a good deal of it; and even they didn’t know it all due to new information being found out as the investigation grew. “Another was a Past Cloud Village member named Katachi Henkan ; he destroyed the hospital as well as leveled the Shipping and community center of the Village; on top of that the Wild card killed one of the Genin who had been at the Chunin exam the year before; Hiyo Miyaki... After confronting the attacker; I managed to Defeat him; after which he was quickly taken captive by the Udai” Nemutai said rising his arm up and motioning over to Denrei; who had actually been the one who had been there during this encounter.
“The third of the four attackers was the Ninja who attacked the village hidden in the Mist; Gansaku Soriddo. He managed to destroy most of the Housing district as well as the Village gates; however before any more damage could be done; a joint effort between the Cloud Village ninja and those from the Udai counsel managed to capture him. He too has been taken into captivity” All together that was the fight he had the least information on (Other than the Aburame); Gansaku had the ability of Maha from the Uzumaki alliance; meaning he could simply pass undetected if he wanted too; which made keeping tabs on him rather difficult in a village wide battle. “While the final attacker was a Member of the village hidden in the clouds; a sleeper Agent of Wairudokaado; Buru-Rappa Tenma; the Current host of the 8 tailed Beast; Unlike the other members he didn’t seem to target the village itself; he targeted Shishio Aoishi; over the time of the attack on the Village hidden in the Clouds there battle took in and on top of the Raikage’s office; however eventually the Host released his demon and attacked the Raikage’ Shishio in a last attempt to defeat the Kage used the Lightning Jutsu known as Kirin. While at the same time the 8 tails used the skill known as ‘Tailed Beast ball’ The two attacks clashing Vaporized the Raikage’s office as well as a large section of the maintain behind the Office itself” Nemutai said pausing slightly; it was a lot of information to give out all at once; but he only had one time to speak so he had to give it all now. “The Raikage was killed in the confrontation; and the condition of the 8 tails appeared to be critical as well; however after the attack we only found limbs of the Demon as well as a large amount of burnt flesh and blood; there was no body of the demon or the host; so until we have more information we have been acting as though the 8 tail is still alive”
That was all the information that he had need to give out about the attack on the village itself. But there was still a slight bit more that needed to be said. “After the attack on the village the elders placed me as Acting Raikage’ and after the Chunin exams which happened shortly after the attacks they decided to make me full Kage” He said still looking at the other Kage’s making sure that they got all the information that he was giving out. “Sense then a group of cloud ninja had been on a mission to get information on the Tailed beast’s but that Mission has been withdrawn as of a few weeks ago…. Currently the village hidden in the Clouds has mostly been rebuilt; there are still signs of the attack; such as the glassed mountain and some burnt stone around the village. The attack had roughly cut the military strength of the Village hidden in the clouds in half; but with the recovery over the years we are currently tied with the Mist village’ which in itself has shown that it is strong enough to act accordingly in combat” In truth with the strength of the Cloud about equal to the Mist village; he had actually used the Mizukage’s past actions to slightly gauge his own. He had been born and raised in a Cloud village that was by far the strongest village militarily; but now that was a different story; things needed to be done differently now; and the Mist village was literally the perfect guild line; Strong enough to still be a force to be reckoned with; but not large enough to be able to throw its weight around in a war.

 Denrei gave a few nods at the mention of the Udai council's actions during the battle in cloud. She had been placed in charge of that operation. Shattaa had contributed by leading one of the combat teams.
With a respectful glace, she continued, "Thank you Raikage-sama." She hadn't moved the entire speech, it was an odd physical quirk. She was at ease at attention... "The Udai Council sent ninja as soon as we received word of the attack and could mobilize. I hope our efforts where satisfactory..." Shifting her glance she became decidedly more business-like, "According to our sources, the insect-user goes by named "Mushi Joufu". It's unknown if this is an alias, but the Leaf Village has confirmed that he was not a ninja who went rogue from their lands. It is unlikely that he is actually a member of the Aburame clan as a result." As she mentioned the Leaf village, she shifted her glance to the ANBU Captain. She couldn't be sure the information was accurate with someone like him... but she was satisfied that it was of little consequence at the moment. Her gaze returned to the Raikage.
"Katachi Henkan is currently detained in an undisclosed compound for questioning. The Udai member who aided in the defense of your village was a samurai volunteer by the name of Chiburi, from the Inkei Clan from the Land of Iron. They have come to our aid time and time again when we require it, and the credit belongs to the Land of Iron for training warrior like him."
Inside, Denrei gave a heavy sigh. Chiburi was ALWAYS stepping in... getting messed up in the Udai's missions. It was clear HE had no interest in it... but the clan he hailed from had help FOUND the Udai council. It wasn't like she could refuse his assistance... Iemoto, the previous head ninja, had been confident they could bring the clan into the fold...
Her mind drifted away from the room for a moment. The only man she'd ever opened up to- Iemoto Benisuzume- had been killed in connection with wild card. It was more than likely that the man with the roses, Quing Fu, was involved...
Snapping back to reality, she afforded herself no time to feel sorry for herself, "The eight tailed host has had sporadic appearances, though the validity of these sightings has been contested. It is our belief that he is still alive, or at the very least- the 8 tailed beast belongs to someone else now."
Denrei seemed unsure about something, but spoke her mind none the less. "Lady Mizukage... the man who left you roses. His name is Quing Fu. He was one of the immortals... we are unclear of his connection to Wild Card or what his intentions are. He seems to show up after major incidents though. It only just crossed my mind Lady. He is currently wanted in connection with the assassination of Iemoto Benisuzume... the previous head ninja of the Udai Council."
There was a vulnerability somewhere deep in her voice that only a skilled ninja could pick up, but it was there. She gave the two kages she had just addressed a bow before turning to the Amekage.
"Sir... I'd like you to give us your report now." There was no respect in her voice. No bow. Just a request.

The kage of the rain village took to standing. "First off- my name is Kenichi Nishiguchi. I will come clean to this council- I am the oyabun of the Yamaguchi-kai Yakuza. We took over the Hidden Rain Village through force and guile. I am not a ninja, though I command a bunch of real badasses." He was coming clean. He laid his hand on the table for all to see. Or at least what he wanted them to see...
"As you no doubt heard, the Rain Village has gone through some rough times recently. A bunch of misfits tried to run the place, but only someone with business sense like me could truly bring that s**t-hole into order. I'm here to start a new era for the ninja- a profitable one. I don't have any significant stories about Jokers or Wild Cards, but I like to bet." He gave a smirk at this. "In fact I'd like to place a bet right now. I'd wager you are all smart enough to know the value of money. Because of some very smart business transactions, I've all but gained control of the Land of Iron. In truth, I run it. The General is my puppet. That's the truth of the matter. Because of me, the village has flourished... so my wager is this- at least one of you will take my offer. I'll offer 60,000,000,000 Ryo to any village that votes for my choice for the Head Ninja of the Udai council. If you all vote for my choice- you'll all get and extra 100,000,000 Ryo each. It's a win/win kids."
With that he took a seat and folded his hands. A crude smile spread across his lips... his pocket ace was placed.
*Note: 1,000,000 Ryo is the price for an S-Rank mission. The ammount he is offering is a staggering sum. The exchange rate is like 10 yen to a ryō. So that means it's like $71,403,000 per vote...

 Masato Woshi Masato listened intensely as first the Mizukage spoke about the happenings in the Mist village, taking note of names she mentioned and all the happenings. For a moment he was confused, he hadn't heard much about any of this beforehand, not even mentionings from Four, which was more than out of the ordinary. However, once Nemutai began speaking it was as if he was reading his old teammate's notes directly, having heard all of it before save for a few minor details.
Then, he spoke, and the content of his message made the iron in Masato's arms shiver to the core. The man's idea of power was wicked and foul, a sort of thing that should never be thought of in the world of ninja, at least in Masato's head anyway. It was when the man finished that the sound of sand rustling underneath skin and the raising of one of Masato's hands; the first time during the entire meeting. "I would hope that I speak for everyone here when I say that your money has no say here." Masato's chose his words with as much scorn as possible, however, his natural calm, cool voice seemed to counter his own speech. "It would be nice to have such an amount of money but the fact of the matter is we earned our positions in our village with our own blood, sweat, and tears, and I find the fact that you have the gall to try and buy power from ninja that have worked their asses off a bit disturbing. You obviously have no respect for anyone at this table, I'm sorry but I will have to respectfully decline your offer." With that he lowered his hand and awaited for whoever would retort, however, it was obvious that Masato was done listening to Yamaguchi-kai.
