possibly the best hair to have in a brush (well for me anyways) in sable. they are very expensive, but the flow of lines/shades/strokes that you can get with proper sable is amazing, regardless of the paint used.
i'm very biased when it comes to paint aswell, a huge massive fan of guache, it goes on anything, and you can get watery tones or bold tones. the best way to get what you want is to mix it yourself though, just go down to your local good quality art supplies shop and ask them to recommend something which will work best for what you want to achieve

I would also add for buying paints and mixing. I'd get just a few basic colors and learn to mix stuff and after you've put in time learning your colors, then add another color or two.
