Madame, a prefix to a name for a respected woman, in this case used with a certain type of accent I cannot describe to emphasis the over polite demeanor of a stereotypical category of sophisticated villain.
Its usually for older women, or married women, but I think it should be applicable to others. Miss is for unmarried / younger women but it doesn't have the same ring to it.
Your my victim again, this time the victim of a horrible rant.
