The is no body of water near there fighting area so Chopper can't be thrown in or anything. This is Al while he's still in the suit of armor and hasn't been turned into the philosopher's stone. Also Chopper can't use his super monster rumble ball thing. More info on Chopper and Al on wikipedia.

Tony wins with his Arm Point. He shattered a Tekkai with it and that was strong enough to resist Luffy's 1st Gear punches, which are strong enough to shatter high grade steel.
