IRC is the oldest form of instant messaging around, and still survives to this day because it's one of the most advanced, with lots of different commands and abilities to use. At the same time, IRC can sometimes also be a bit hard to understand, driving some users away. But there's quite a number of tutorials on how to use it available for those who don't know how already. At the most basic, you need a client, and a link to the channel. You have the link, and for a client we recommend Chatzilla, which is a Firefox plugin. If you prefer inferior web browsers, you can also use mIRC, a free standalone client.
Once you have a client, if you can't figure it out on your own, you can check out some convenient tutorials by googling, or following this link.
We also recommend checking out NickServ if you plan to use IRC a lot. NickServ allows you to register your name with a password so that nobody can impersonate you on the server.
