GURPS is pretty old school, but not as old as D&D.
GURPS and FUDGE are great for Steampunk because you basically make up your own rules and setting. Also, if I remember correctly, GURPS was the basis for the SPECIAL system used in Fallout games.
I got my GURPS "books" from less than reputable source (cough torrent), so I can't really give any advice in procuring the necessary literature.

I know its old school pen and paper XP i was looking through the site and found several books useful, including the cabal for my mysterious magic users twisted adapting and destroying the new world order.... There is one setting that isnt D&D that is steampunk D20 and its Iron Kingdoms(Hordes/war machines) that i do wanna pick up as soon as I can, they have some stuff my friend wants to use to make a artificer on side notes, but I like the setting of Iron Kingdoms though creatures are limited, due to restrictions sweatdrop

I meant that it's been around for 20 years, unlike a lot of newer systems like D20. I personally don't like D20 or D&D much because they try too hard to enforce setting-specific rules while still leaving a lot of things uncovered. Plus I'm more of the "hack n slash" type of player, I'm not into the roleplaying part at all.

I know its actually both old and pen and paper, and I agree D20 system is kind of hard to cover gaps in the setting, Like races, classes, timepreiod based setting xp It kills me i the end of a great day of argueeing of how the whole setting of any D&D setting looks like

I've played G.U.R.P.S., and found it to work quite well for steampunk. It's a truely versitile system; you can build whatever character you want, but it probably takes longer to get used to than some of the other systems. To find the books... I'd google Steve Jackson and/or GURPS, because I know they can be bought online. Most bookstores probably won't sell them, but you might try a comic book shop.

I might be up for a guild RPG as long as there is at least some sort of combat involved.
And I already said that Fallout was based on the GURPS system, but had to use their own system called SPECIAL. This is because they had to get permission to use GURPS but were denied because the GURPS folks thought the Fallout world was too extremely mature. They didn't want their RPG system associated with such a gory, violent video game.
Also, like I said, I've got most of the books, but I didn't pay for them and they aren't in paper format, if you catch what I mean.
