The Mizukage's Warpath

Brief: Mizukage Inka Hizara has only recently come to his appointment. And his first order of
business is to get the minds of his villagers off of Jack's seemingly untimely, and ultimately horrific,
death. He is making rounds around the village himself, enlisting all shinobi into engaging with new,
village-funded missions to get them building up their confidence in their self and their position
within the village.

Missions:

Office Overhaul:
Inka has decided that Sero will no longer be just the Mizukage's Office. What was designated the
reception room for the Kage's office will now be filled with desks for the use of receiving and sorting
missions, high-level representatives, and squad/mission leaders to submit reports. Desks, chairs,
and basic stationary need to be moved up the long, winding stairs and set out.
Reward:
Every two [2] posts reward one [1] RP Point.
Every four [4] posts reward 50Ryo and 75AC. Repeatable.

Mission Board Ressurection:
The mission board is being remade and moved into the entry hall at the very base of Sero.
Individuals will not require to climb the long stairs or wait in the elevator to browse the available
missions. The board will be segmented into sections, each clearly labeled and increasing in
difficulty. The supplies need to be sorted out, the boards assembled, the signs clearly marked and
painted, and the surrounding desks of those who will be manning them also need to be placed.
Including chairs and stationary.
Reward:
Every two [2] posts reward one [1] RP Point.
Every four [4] posts reward 50Ryo and 75AC. Repeatable.

Advertise the Show:
Inka wants to bring in a past-time that not only encourages the economy but gets the civilians to
start believing more in the strength of the shinobi of the village. All Shinobi are invited to perform in
the arena, focusing on tricks and techniques to amaze the audience. Promote this newly formed
event by going around the entirety of the village to hand out flyers and put up posters. Genin with
5,000AC, or Inka's expression permission, and any shinobi ranked Chuunin or above, may also
travel around the country, spreading the word to the many villages dotted around the Land of Water.
Reward:
Every two [2] posts reward one [1] RP Point, 50Ryo, and 50AC. Repeatable.

Performance Duals:
Inka wants to bring in a past-time that not only encourages the economy but gets the civilians to
start believing more in the strength of the shinobi of the village. All Shinobi are invited to perform in
the arena - but be warned! These are shows, focusing on tricks and techniques to amaze the
audience, not to injure your opponent! Any shinobi found to have seriously injured their show
partner will have their pay docked and given access to only D-ranked missions for a period of time
(complete 4 D-Ranked missions to gain access to all missions again). Rewards earned are by
determined by posts while in 'battle.' May also be considered a 'spar' when fighting an RPC, earning
the rewards associated with.

Every two [2] posts reward one [1] RP Point.
Every four [4] posts reward 200Ryo and 300AC. Repeatable.

Every post rewards one [1] RP Point.
Every four [4] posts reward 400Ryo and 350AC. Repeatable.

Beneath the Village:
Researchers are beyond intrigued with the overly thriving life that has spawned inside the flooded
Kirigakure basin. But some has been causing problems. Combining the efforts of the research and
maintenance teams, a member of both teams are taking the names of volunteers to send them down
into the depths. A small pile of Fuuin scrolls are at the ready to be applied onto the volunteers,
inbuing into them the knowledge how to use the Suimenka no Kisoku [ Breathing Underwater
Technique ]. Do note that this does count towards the ninjutsu limit and the limited no. of scrolls
mean only one per person. So, if the jutsu is overwritten by another, the volunteer will have to learn
the hard way.

The maintenance worker will give directions to one of the several troubled areas under the water
level; chains securing some of the smaller, floating, islands, gears of the many bridges dotted
across Kirigakure, and support beams holding up the current village, all need clearing of the plants.
The researcher also asks you get a few cuttings of every variant plant you come across while doing
so. DO NOT stray far from the surface. There are living creatures in the water, and they are not to be
interfered with by order of the Mizukage. Respect what dwells beneath the surface of Kirigakure.

Suimenka no Kisoku [ Breathing Underwater Technique ]

Official Description: The art of breathing underwater using chakra to remove oxygen from water has been a long handed down secret of the Mist. The length of time and the depth that the diver can go under depends on the ability of the user. This technique typically activates whenever the Shinobi breathes in water and requires no hand seals.
Guild Description: See official description. This technique is partially passive in that it activates automatically when the shinobi's head is submerged underwater. However, it requires an upkeep of half the original cost once active to continue past the first post.

Reward:
Every post rewards two [2] RP Points.
Every four [4] posts reward 200Ryo and 300AC. Repeatable.

Shape the Village:
Inka has put up an invitation for shinobi and civilians alike to submit one idea that would improve
Kirigakure. Be the idea support, defense, agriculture, its education system, recreational activity, or
another facet, Inka offers a reward for all worthy submissions and a chance for a promotion to the
successful applicant(s). Submit the idea to the Mizukage's secretary (quote BlackFruity).
Reward:
Compile seven [7] posts worth of text outlining the idea, its implementation, its estimated costs,
and a short summary to conclude to earn ten [10] RP Points, 500Ryo, and 200AC. Not repeatable.

2 RP Points:
• Domestication and You [x1]
A simple manual to train animals so that they don't pee on the furniture. Requires 1 post of training.

• Pet Treats [x1]
A set of ten tasty treats that animals like. Animals become more attached to the person who feeds them these treats. Feeding a Treat to an animal in training grants a -1 reduction. Only one treat may be fed to the animal per post, less you destroy its diet.

• Vocal C. Training [x1]
This guide is used to help the owner develop vocal commands which their pet will hear and understand. Requires 2 posts of training.

• Gesture C. Training [x1]
This guide is used to help the owner develop physical gesture commands which their pet will see and understand. Requires 3 posts of training.

• Small, singular gourd [x1]
Provides a backpack sized hive that is able to permanently house 1 species at 2,000 insects, maximally.

• Trapper's Toolkit [x1]
A trapper's kit, contained in a burlap satchel, includes a folding shovel, a trowel, a survival knife, a book containing basic instructions on how to make snares, pitfalls, and swing-arm traps. And it even contains a trusty canteen! [ Required to make Simple Traps ]

• Small Animal [x1]
This selection contains any animal from the size of a small fish to the size of a fat housecat.

• Enhanced Antidote [x2]
A palm-sized vial that contains a fast acting anti-toxic agent. It almost instantaneously rids the user of the effects of medium poisons and toxins. It should be noted that taking more than one in a short period of time can cause adverse effects. Can only be used once per battle- per person.

• Focus Pad [x5]
A soft cotton pad that focuses Eiseijutsu onto the areas covered by it. This drastically reduces recovery time after being treated with Eiseijutsu.

• Projectile Pack: Small [x1]
A package of ten small projectiles. What you get in the package is up to you. (Shuriken, senbon, etc.)

• Projectile Pack: Medium [x1]
A package of ten medium sized projectiles. What you get in the package is up to you. (Kunai knives, thick needles, etc.)

• Highly Explosive Notes [x2]
A pair of explosive notes that pack three times the punch! Yowza!

• Genin’s Scroll [x1]
A pocket sized scroll, capable of concealing a D-rank sized object(s).


10 RP Points:
• Toxic Gas Bomb [x5]
A palm-sized black ball that bursts into a wave of hellishly poisonous gas. Those that breathe in this gas for long enough (3 posts) will develop very sluggish behavior, then (6 posts) begin to feel horribly drowsy. The final stage (8 posts) is unconsciousness, followed by death (10 posts). Because gas isn't visible, this is an extremely difficult to dodge weapon.

• Chilli Pepper Bomb [x5]
Exported from the Hidden Tree Village, these bombs are infused with heavy amounts of chili powder. When they explode, they do no immediate damage and function as smoke bombs; however, when inhaled, they cause a great deal of pain to anyone not accustomed to spicy food. This pain can be used to break out of a Genjutsu, but repeated or prolonged exposure results in diminishing effects and damage to the eyes, mouth, and lungs.

• Holding your Ground! [x1]
This guide is used to teach animals of all sized to act defense and threatening when someone or something unfamiliar enters its marked/familiar territory. Requires 4 posts of training.

• Barks, Yelps, and Whines [x1]
This guide is used to teach animals how to control their barks and cries in certain circumstances. Ninja animals are sometimes able to develop very basic human languages through this method. Requires 5 posts of training.

• Hermit Chocolate [x3]
A small ball of chocolate that contains a very bitter-tasting medicine. Once eaten, it restores 100 Stamina. If one were to eat two of them within a week, he/she would feel incredibly fatigued afterward. A third chocolate would immediately drop the eater’s Stamina pools to 1 and render them unconscious, at which point hospitalization is needed.

• Pain-Murderer [x10]
W-wait, can she sell these!? An extra-strength painkiller. Take one to abolish all pain in the body. Take a handful to... well... you don't wanna know.

• Arsenal of the Sleight Hand [x1]
Embroiders both sleeves of a torso piece with scroll glyphs which allow the displacement and storage of up to 20 small to medium sized projectiles each. Just don't forget, it's up to you to stock up!

• Hidden Sheath [x1]
Installs a hard leather sheath into the inside of a torso piece's back. Because it is on the torso, and attempts to be concealed, only blads shorter than the wearer will work.

• Medium Elemental Weapon [x1]
Using elemental materials, Kaza creates a medium sized weapon for his customer. (Katana, nodachi, etc.) This weapon is capable of unleashing elemental type strikes. (Fire slash, water slash, etc.)

• Chakra Projectile Pack: Medium [x1]
A package of ten medium sized projectiles capable of holding the user's chakra element within their frame. (Burning kunai, wind needles, etc.)

• Chuunin’s Scroll [x1]
A small scroll capable of concealing up to a C-rank sized object(s). Requires Chuunin rank.

• Jounin’s Scroll [x1]
A medium scroll capable of concealing up to a B-rank sized object(s). Requires Jounin rank.

• Radio Set [x1]
A set of four radio ear-buds that allow the user to converse with allies over a great distance.

• Breath Mask [x1]
Allows the user to breathe underwater and in harsh environments. Filters out poisons from the air.


20 RP Points:
• Small Combat Animal
Any animal ranging from the size of a fish to a house cat or weasel. Base of 100 chakra / 300 stamina.

• Paralysis Herb [x1]
If it comes into contact with a person’s body, this unprocessed herb will cause the body to shut down completely for half an hour. A large amount of this heavily processed herb is needed, as it is usually used as a sedative. The processed herb comes in a half-pint jar, good for ten uses. If the herb is ingested, it will fully paralyze a fully-grown man in less than a minute. Subjects tend to feel very cold during recovery.

• Library Expansion Atlas [x1]
Allows you to learn an additional combination of any 5 jutsu (aside custom). Requires Chuunin rank. Can only be purchased twice.

• Fine Instrument [x1]
An instrument of the buyer's choosing, crafted with the highest quality materials. This instrument slightly increases the effects of Jutsu cast via it.


30 RP Points:
• Animal Ninja Training [x1]
This scroll enables the animal to tap into their inner ninja, granting them 6 starting jutsu slots. This process is tedious, and requires 8 posts of training, but grants the animal the rank equivalent of a genin. This animal is now treated as a new ninja, starting with 0 AC, and must perform missions to rank up accordingly. All guides must be purchased and trained before this scroll may be purchased.

• Elixir Mud [x1]
A common ingredient among powerful medicines. When allowed to harden on a wound, it will greatly speed recovery. Minor wounds—such as cuts, bruises, and blisters—will heal within the day. Moderate wounds—such as gashes, burns, and shallow stab wounds—will heal fully within the week. Major injuries—such as deep stab wounds, frostbite, heavy burns, and broken bones—will heal at twice their normal rate if the mud is used alongside normal treatment methods. Will not work if ingested. If applied on an injured area before a healing medical technique is used, it will greatly increase the effectiveness of the technique. Slightly decreases the effects of offensive medical techniques. Comes in a 1 gallon glass jar, good for 50 uses.

• Library Expansion Encyclopedia [x1]
Allows you to learn an additional combination of any 10 jutsu (aside custom). Requires Jounin rank. Can only be purchased once.

Oooo, nifty! I find it well thought out, and the inclusion of a performance duel means folks won't have to worry too much about randomly dying in a spar. XD How long are you looking to hold it? A month or so?

Mizukage concludes his speech in the mourning of Jack's death. Giving peeps time to get to the

Arc - Kirigakure wa Seichōshita [ Kirgakure Grown ]

Step 1 - [ Announcement ]
The newly built Kirigakure had barely finished laying the last slabs of cement, support beams, and brick when the a new species of plant was found growing along the Sero trunk. Mutations had been spotted and carefully documented throughout the entire reconstruction process. But this? This was something completely foreign.

A plant that ate fish.

The fish had been introduced by Kirigakure order, noting the abundence of algea and other water-dependent plants quickly coming in. In almost no time at all, those fish had mutations too.

Kirigakure is rich with a life-giving energy, and the only idea of the source is Sero...

New missions have been made available:

Step 2 - [ Announcement ]
The mutations are too much - the source and cause needs to be found and stopped, if possible. Wildlife is thriving at an alarming rate.

Yondaime Jack had made it clear toall Kiri-Nin to stay away from the roots of Sero, stating it as dangerous and unstable. Indeed, the thick strands of seaweed alone is a life-threatening obstacle of easily made knots to ensnare and drown. Unknown to all but a select few, Jack had left notes behind actually explaining the more sinister reason trapped under roots, pushed down by the weight of water, and bound by complex, desperate series of fuuin.
Godaime Inka worries the seals have a flaw, allowing the excess chakra to leak into the Kirigakure lake, acting as both poison and fertiliser. He has began an almost religious study of fuuin, keeping to the office more than previously.

The orders have been given - a man-made tunnel of glass and steel is to sprial around the Sero trunk, and down into the depths of the water.

Neither perks nor disadvantages be, just reiterating guild/giving starter info/advice:
• E-Ranked techniques do not take a slot (unless otherwise stated)
• Lowest chakra level a genin starts with is 150. As such, Academy Students start with 120ch.
• Lowest stamina level a genin starts with is 30. As such, Academy Students start with 20st.
• Start with zero [0] Formless Slots.
• Start with zero [0] Locked Formless.
• May learn all Weapon Styles, however, up to E-Rank.
• May learn E-Ranked Bloodline/Clan techniques (if approved for it).
• May wait until graduation before applying for a Bloodline/Clan.
• Earn 3,000AC and you will be hard-promoted to Genin (missing out on Exam perks but will still gain the Graduation Scroll). You do not have to wait for Kage permission/recognition to begin RPing as a Genin. Can no-longer take Academy Missions. Do not auto-learn missing tech/knowledge that Genin start with.
• Once a Genin, pick your class(es) and Bloodline/Clan (if applicable/not already applied)


Starting as an Academy Student earns you the following perks:
• Earn a Training Coupon for every five [5] techniques learned.
• Earn a Tutor Coupon for learning the starting six [6] techniques Genin begin with.
• Earn a AC Coupon for every ten [10] techniques learned.
• Earn a Mentor Coupon for every twenty [20] techniques learned.
• Earn a Ryo Coupon for learning all ten [10] E-Ranked Maruton techniques.
• Earn a AC Coupon for learning all E-Ranked techniques of one element.
• Earn a Tutor Coupon for learning all ten [10] Formless Styles (including the four [4] types of traps).
• Earn a Mission Coupon for every two [2] Academy Missions completed.
• Graduate the Academy in RP and earn the Graduation Scroll.
• Every second [2nd] Weapon Style (up to E-Ranked) learned earns a Ryo Coupon.
• Learning E-Ranked in all Weapon Styles earns two [2] AC Coupons.
• Pass the Academy Exam and earn an additional 5 slots (to be distributed how you wish upon graduating to Genin). Does not occur if hard-promoted.


Starting as an Academy Student earns you the following disadvantages:
• Start with zero [0] technique slots (can not learn any E-Ranked tech that require one [1])
• Can only learn E-Ranked techniques
• Do not start with any class (e.g. Medic, Nin, Tai etc.)
• Can only learn one [1] elemental style of Nin.
• No reductions or coupons of any kind can be applied to your character (while an Academy Student).
• Can only do Academy Missions (located on the first page of Academy).
• Do not start with E-Ranked knowledge in all Weapon Styles (like Genin do).
• Can not learn any techniques in Buki, Tai, or Alteration styles.
• Can not participate in any job or crafting tree missions.


Possible special items earned while an Academy Student:
• Graduation Scroll: Earn 10 slots (or 1 Tai or Buki style) to be distributed how you wish. Is not mirrored between clements. Earn 1 Academy-themed PA.
• Mission Coupon: -1 post toward completing any mission or job with a base duration; only one can be active at a time
• Mentor Coupon: -2 post toward learning your next technique; only one can be active at a time and does not work on techniques that do not allow reductions.
• Tutor Coupon: -1 post toward learning your next 10 techniques; only one can be active at a time and does not work on techniques that do not allow reductions.
• Training Coupon: -1 post toward learning your next technique; only one can be active at a time and does not work on techniques that do not allow reductions.
• Ryo Coupon: Receive 2x the ryo for completing a mission or job; only one can be active at a time
• AC Coupon: Receive half again the AC for completing a mission or job; only one can be active at a time

Appearance Change ::
• Inka's eyes have darkened to a bloody amber. Blood spilled from his eyes were stained into the flesh of his cheeks and neck. When using his connection to the Sage chakra inside of the Sero, Inka's eyes are obscured by chakra and the fuuin scored into his flesh take on a darker colour, as though ravines filling from his own energy source.


How/Why it Works ::
• An activated Fuuin had scrawled itself up Inka's face and also written themselves into his eyes. When the Fuuin was cancelled, an injury to Inka's body caused a mishap with the process. The Godaime's eyes were damaged and the resulting blood spilled was stained into his face by the chakra surging through his body.

• While in Kiri, Inka maintains a connection with the Sero, aiding him in understanding the current circumstances of the village. Including the villagers themselves. Every citizen of Kirigakure have a Fuuin seal somewhere on their body. This seal interacts with the hundreds of locks thoughout the village, granting or denying access to areas of importance - or even their own residence or office. All of these seals and locks were made, and run through, the corrupted Sage chakra system of the Sero tree. The new Fuuin marked into Inka, hidden beneath the blood stained into his cheeks, allows him to 'tap' or 'see' into the Fuuin seals placed upon an individual. For a cost.


What it Does ::
• Breaks or damage to the Sero's system, and/or physical form, can be 'felt' by the Godaime. This can alert him to attacks upon the village or damage done to the being that the village depends on to function. This, essentially, makes him an advanced warning system, or another layer of protection against tampering. It can cause him severe pain in the eyes and cranium depending on the damage done, even risking unconsciousness.

• While in the same vacinity (same thread) as an individual, Inka's connection with the Sero, and the Fuuin born from it, allow him to get vague notions of that person's emotions. But he has to be looking for the emotions (must be stated somewhere in a previous post) in order to feel them. While he does this the target individual(s) Fuuin seal will be slightly warmer than normal.

• By spending chakra, Inka taps into the Sero for greater access. However, it can also injure the Godaime. Spending 5ch (per person, per post) allows Inka to locate a citizen of Kirigakure while they are within Kirigakure. 10ch to send a simple emotion through the Fuuin seals. 20ch allows a complex emotion/intent. 30ch 'locks down' an individual, basically placing them in a coma (must be in same thread, or touching if outside of Kiri). 40ch to experience what the target is experiencing. 60ch for a mental link for up to 3 posts, enabling a conversation. 80ch allows the transportation of an individual to Inka without the use of other Fuuin. Any amount of chakra may be sent from Inka as an 'attack' upon another Kiri citizen's fuuin, causing harm to the host.

• CONT. Less than 10 chakra is 5 stamina damage for every post after the activation post. If the chakra spent is 10 or more Inka takes 10 damage to his stamina per post. 50ch or more is 15st damage per post. For every 20 points of chakra spent via this Fuuin, Inka also gains a point in a 'corruption scale.' The maximum is 40. Expelling this corruption causes a 'monster' to attack Kiri from the depths of the lake. No less than 15 points of corruption can be expelled at a time.


Corruption Scale ::
1 - Inka thinks to himself; "This stuff is useful. I can handle any 'side-effects.'"
3 - Trees smell nice...
5 - Inka blinks more frequently, as though his eyes are strained or irritated.
6 - Don't hurt the Sero.
7 - The Mizakage requests his office to be filled with way too many succulents...
10 - The ant-sized fuuin hidden beneath the stains of blood on his cheeks are now visible in black.
13 - His scent is that of freshly-peeled treebark.
15 - Trees, roots, vines, branches, and leaves of the Sero rustle at Inka's presence.
17 - Seeds like to sprout on his person.
20 - The ant-sized fuuin is now visible on Inka's extremities.
23 - Inka hears the Sanbi's sad calls for freedom.
24 - Don't hurt the Sero!
25 - The ant-sized fuuin are now like raised veins, pulsing with an energy not Inka's own.
26 - Inka's productivity takes a dive as all he wishes to do is sit at the Sero base with his feet in the water.
27 - Any explosive techniques he uses carry the distinctive scent of Eucalyptus oil.
28 - Inka starts to find seeds of the Sero...
30 - Isobu's sadness has depressed Inka.
31 - Inka longs to spreads Sero's roots into the Ocean, into the marshland...
32 - Sero is life.
33 - Nails and hair harden to a wood-like density.
34 - Plant the Sero seeds. Spread the Sero.
35 - Inka feels extremely nauseous when not touching the Sero.
37 - Inka's skin begins to 'calcify' into bark-like patterns and hardness.

How to Cook:

Place potatoes in a large saucepan, cover with cold water, and bring to a boil over medium-high heat; cook until tender, about 30 minutes. Drain potatoes, and set aside to cool for about 10 minutes. Peel potatoes, then refrigerate until chilled, at least 1 hour. Grate potatoes using the large holes on a cheese grater; set aside.
Heat lard and oil in an 8" nonstick skillet over medium-low heat. When lard has melted, add potatoes, sprinkle with salt, and mix well, coating potatoes with fat. Using a metal spatula, gently press potatoes, molding them to fit the skillet. Cook, shaking skillet occasionally, until edges are golden brown, about 20 minutes.
Cover skillet with a large inverted plate, invert the rösti over onto plate, then slide it back into the skillet, cooked side up; cook until golden brown on the bottom, about 20 minutes. Transfer to a cutting board, sprinkle with salt, and cut into wedges to serve.

"Chef Descriptions"


Ryōri-nin Types:
Chefs from around the world have collaborated to produce a generalized list of all the different kinds of food-centered positions. Among these are the general All-Rounder, good for everyday needs, the Nutritionist, great for insta-buffs, the Food Arts, evasive on the battlefield while filling, the Shinobi, useful for attacking, and the Gourmand, conservative in nature but helpful to those around them.

All-Rounder
The All-Rounder is the most frequently used class, requiring the least amount of training, but also the least amount of specific effects. Taking only a single smithing title to encompass all of its ranks instead of 1 per, the All-Rounder is able to produce both everyday foods and chakra meals that are able to affect all recovery rates.

Nutritionist
The Nutritionist is more than an All-Rounder, learning the intricate capabilities of foods upon the body (i.e. per species), but losing out on the everyday cooking abilities. These folks are able to use specialty labs to produce chakra foods that All-Rounders could only hope to understand, buffing the various bodily activities to unseen heights.

Food Arts
Those belonging to the Food Arts industry differ from the All-Rounder in that while they aren't able to do everyday meals, buffs, or nerfs, they excel in replicating actual techniques as food items. In retraining their normal techniques, they are able to add food related items to either accompany or completely replace the contents. For example, these may come as turning a hand technique into something with forks, or adding spaghetti to a tornado.

Shinobi
The Shinobi-type often start out as All-Rounders, only to switch to their current type upon discovering how dangerous foods can actually be. By altering the contents with more harmful ingredients, Shinobi can turn normally healthy foods into life threatening experiences. Not so merely adding poison to a spoon or T.N.T. to a meatball, Shinobi are able to disguise such foods as something entirely different, or even initially healthful. Some legendary attack foods include the fabled Roast Beef, which was known in its time as the precursor to death itself.

Gourmand
Gourmands, a rarity in this day and age, have exceedingly extended palates and bodily enhancements. Without the ability to do any actual cooking, they are able to parse out what exactly is in a food, negate out harmful ingredients to a certain degree, and boost the efficiencies of the other chef types. To begin, they have the unique ability to gain resistances to Hazards in double the time. Next, they are able to, upon discovering a dangerous ingredient, neutralize it internally within two posts. (those dealing with chakra require the same amount to negate) Lastly, they are able to Korabo with the other chef types during the creation process, assisting them enough to double their own production rates, meaning either twice as many or half the creation time.
