In the past, this building was used as the center of Russian politics and served as the official residence of the Russian President, like the White House to the United States. A dark history also included it's use of spies and the feared KGB to gather information on target countries. This building no longer serves its original political purposes it now, ironically, serves as an enormous "safe house" for Russian nationalists (nicknamed the Komrades), and it's not really that safe to outsiders unless you pay tribute.

Pandora
Pandora was jarred awake lightly from her sleep and looked at the world upside-down while draped over Pain's shoulder. At first she didn't mind being carried because the flight had made her tired, but eventually her mind drifted to her one and only prized possession and she noticed the plane was gone. "My bike... Was my bike left on the plane?" She said groggily. The blood was rushing to her head in this position.
Pain laughed. "It's on the runway, I believe." He put her down on a bed and yelled over the other survivor's. "Everyone! We have a new Komrade. Now, everyone pay tribute." Many survivors that did not have Russian flag pendants like Black Pain walked up and put a can of food each in a bag a fellow Komrade held out. He grinned. "Good boys. Now, continue." He grinned to Pandora. "We need to get you a Russian pendant, signaling you as one of us."

On the runway? s**t! Out in the open for anyone to steal it... Damn it... She was formulating a plan on how to get it back quickly before some random survivor drove off with it when she noticed Pain had said something to her. "Uh, ok. Where do I get one of those?"
Pain grinned. "Two ways. One, we could make one, but that's boring. Two, we could do a mutant hunt. Get your bike, on the way." He checked his notebook. "I lost a squad to one of the big things near the prison... I'm sure a pendant is left there. And we can always kill the things while there. Supposedly it's a radioactive hotspot, so alot of powerful mutants are there."

Pandora
"I don't really care either way..." she said, shifting her weight on her heels and put her hands on her hips. "But I need weapons. I ran out of ammo for my m4, plus it's back at the airport, strapped to my bike. Rather than detour back to the airport, I'd rather just get something new...."
Pain laughed. He gestured to another Komrade and said something in Russian before the Komrade ran off. "Weapons... Weapons are no problem." The man came back and tossed an automatic shotgun to Pain, who gave it to Pandora. He appeared to thank the man in Russian. The man saluted and continued with a poker game with some other people for cans of food. "See, weapon. Voila." He chuckled.

"Thanks." She said as she inspected the weapon, checking its ammo, then raised it eye level and aimed it at a wall to to test its weight and sight. Seemed good enough so she swung the gun over her shoulder and looked over to Pain. "So let's go kill some mutants and get this badge or whatever you said..."
Pain nodded, and waved a Komrade over before whispering a few things in russian to the Komrade. The Komrade nodded, saluted, and ran off to do who knows what. "Prison, yes? Let's hope nothing beyond our ability is nearby it." He grinned and opened the door, gesturing for her to go first. "After you, Komrade Pandora." (Exit Black Pain)
