I believe that an entrance questionnaire would definitely be nice. Perhaps not a "quiz" exactly, but answers could certainly affect membership.
Also, perhaps a revolutionary news/links thread would be nice for sharing info, media, and groups pertaining to the Revolutions that are presently in motion. Highlighting other revolutions and their tactics and successes, etc.
Another thread based around revolutionary books/TV/art or revolutionary aspects of such media would probably be helpful as well. Much of it may be "Entertainment" but learning to looking at it with a revolutionary eye is definitely something worth learning. Plus it would add a little more "FUN".
So far as publicity goes, we could look into alliances with similarly minded guilds. We are definitely one of the few or perhaps the only guild that is specifically focused on revolution, but there are many others that seek change in the world. Depending on what the group is into, we could seek an environmentalist group, a GLBTQI rights group, or even, like... a vegan guild. Whatever fits.
That is another thing. I think it would be very helpful to see where our members lean so far as interests in the revolution. Almost all aspects of our lives are asking for a revolution of some sort, but which are the most important to us as a group? I just made a thread exploring it a bit but it might be nice to take a poll or something. Not my area of expertise, really.
Also, I know it might feel a bit silly, but a contest or two could boost participation. For example, the ART thread is pretty empty right now but it might be nice to hold a contest for awesome revolutionary art, the winner of which could have his/her art displayed on the front guild page. Although if you did that I would suggest a minimum number of entries before judging can occur. Events like that could really help deepen the member connection to the guild.
And generally, just more FUN. I know we don't want to be frivolous, but remember, across the animal kingdom, "PLAY" is often just practice for battles later in life. And plus, if people have fun, they will be more likely to bring their friends in. Also, judging from older revolutionaries, if you can keep the revolution upbeat, you are that much more likely to succeed.
