This is where Pein, leader of Akatsuki will call members to if he needs to see them. This is typically where members will meet if they must discuss matters.

Pein appeared in the room suddenly and sat down in a chair, waiting for other members to show up so they could discuss the matter of the resistance.

Konan sushined into the akatsuki's meeting area in a flurry of paper, she had found a dry place in the capitol and sushined from there. She remained quiet sitting and watching pain, while the other members were gathered to discuss the end of the resistance.

Sano seemed to just appear within the meeting room, forming out of a simple gust of wind. Sano was fairly new to the organization that was known as the Akitsuki. He had taken both the place and the ring of Kakuzu after his fall to Naruto. However, such petty things did not bother the shinobi and instead he focused all his efforts in proving his own worth as well as his allegiance to the group.
Sano’s grey pupils took in his surroundings, moving on both Pein and Konan. Without a word he began to make his way over to his designated seat. Like always Sano’s body moved with unnatural silence, he was after all the natural enemy of one who held confidence in their sense of hearing. Sano had perfected his clan’s techniques to god like obsession. Not only could on not hear the general sounds that a person would try to muffle, but even his own heart beat remained silent. It was as if he truly wasn’t there and that was the way Sano liked it. Sano sat down at the table without a second thought waiting for the meeting to truly commence.

"I am not sure what we do about kiri, they are a neusance true but they have yet to move against us. As well as our many trade agreements, although the mizukage does bother me. I think she may make a move against the nation sooner or later." Konan said calmly sitting down next to pain at her own seat, She looked and saw sano take his seat. "I believe one of our number has rejoined us." She added.

Sano listened as Konan spoke of the Mizukage honestly uncaring of what was going on. Sano was actually a bit surprised that they hadn’t ordered one of the Akitsuki members to just kill of the woman already. He had been born of the village and could easily find his way inside and end her life. However, after taking control of the greater village nations Akitsuki had evolved into something more then what it was and now had to rely on politics as well.
Sano shook himself from his personal thoughts as he simply nodded his head towards Konan who had taken notice of him. Sano then said, “Yes, I apologize for my tardiness. I fear that I ran into some trouble in trying to ascertain information regarding the resistance. Even though I am new within the organization I fear I am still too well known to infiltrate them nor have they slipped up enough for me to locate their base of operation. They are certainly a crafty enemy.” Sano then went quite never really the type to talk more then he had to.

Finally, Thought pein, and then turned his attention back to konan. "I want to make that area part of the empire. We should just take the same approach I took with the leaer of amegakure," He said and thought about how he killed his leader and everyone close to him, to stop the wars in amegakure, "The same idea should work with kiri, and the village will fall apart without its leader...what do you think?", He said addressing both konan and sano.

Sano nodded his head as he listened to his new leader, Pein, speak. All of what he was saying had worked in the past, but the question was would it be as effective in Kirigakure. Amegakure had a history of civil war, but Kirigakure in the past had been the stuff of nightmares. They had forced their own students to slaughter each other just for the chance to become genin. A Kirigakure without its Mizukage would be in chaos of course that is unless another approach was also taken into effect.
Sano mulled over how he was going to go about answering for only a second. Sano then turned to Pein and said, “I believe that it could work, but of course we will need to set up some sort of faux leader. Some one who can control the village and ease them into their joining our cause. If we don’t do such then the Kiri shinobi will just turn on themselves like a pack of wolves each one attempting to slaughter the others in order to become the new Mizukage. Such might be effective if we were looking to simply destroy them, but we were also seeking to have them become peaceful and not chaotic.” Sano then went silent having already said everything he wanted.

"yes but that would also destabilize the region as sano said and we would have to many missing nin to deal with. And there is no garentee the victor would side with us." konan nodded to sano for pointing out the many bloody facts that kiri was known for. Konan was remebering the situation that had always been a nusance for her. There had been so many assisnation attempts on her and pain it wasn't that ammusing. "Besides she provides stability, considering how war like most mist ninja are. I say we let her make the first move, before mobilizing the entire military force. Although we should still prepare." She

Pein considered both their ideas. "I see both of your points...", Pein smiled inwardly at the idea of the kiri nin killing to become leader then said, "lets wait for kiri to make its first move, and if they don't soon, I'll just use sano's idea", Pein finished, he was growing impatient at kiri's indecision at where they stood in this war. "It would be better though..if they would just surrender...and we could avoid all of this", Pein muttered to himself, knowing that kiri would probably not just give up. "So then about the resistance...".

"what about them pein, we can't find them they are to good at covering thier tracks.Even when they come recruiting in the empire we can't track thier movements. All we end up with is cold trails, or they are gone before our agents can move against them." Konan replied simply she didn't know what to think of the resistance or even how to end this war against them. "Our best chance would be to make it seem like we are weaker than we really are, and lure the resistance out."

Zetsu slowly pulled himself out of the wall and silently took his seat. He'd only heard Konan's last comment, but from it he assumed they were trying to plan something against the resistance. "I agree Konan," he said, "If they come to us it will only be that much easier to defeat them." He leaned back in his chair and relaxed into it, but before he'd finished settling his black side decided to speak. "I disagree. We could find them first and defeat them before they knew what was happening," his right side said.

"How do you purpose we do that Zetsu-san." Konan asked simply turning her attention to zetsu hearing the black side speak. "Those vermin come out of thier holes steal what they want. Then they flee back to thier hole, before we can find it." Konan said stiffly to Zetsu's black side, "The safest solution is have the vermin come to us the crush them." She argued vehimently. "plus every agent who has tried to infiltrate the resistance ends up dead. So whats your solution." She added stiffly.

"We send someone stronger," the black half replied. "Obviously those we have sent have not had the necessary skills to find or defeat the resistance." The ninja folded his hands in his lap and crossed his legs. "I think we should set a trap," said the white side. "If they're vermin then we let the mousetrap catch them. Just lure them with something they want and they'll come to get it." His black side seemed poised to speak, but his left hand quickly covered his mouth. The right hand attempted to pull the left off, but it eventually gave up. Zetsu managed to reamain quiet and wait for Konan's reply.
