The city, Volk City, was created out of need.
Not for it's resources or it's location, but to protect the rest of society from the inexperienced youth that lack the control of their abilities and also for their own protect. Freeing them from the glares of the outside world who would think of them as nothing more as freaks and monsters.
But it also became a problem. The city became a place of freedom for anyone with powers and the youth, who were supposed to find a city to protect as adults, stayed. While much of the world suffers from growing crime rates, Volk City became a power vacuum. Who ever comes out on top, heroes or villains, will have a chance to rule the world.
