The game was changed when slavery was made illegal, but people sill continue it under a different name- PETS. Having a pet was never made illegal, so the game was changed.
It's even harder to control the Pet trade and after a century the government frankly gave up and started to roll with the trade. Rich people started to by more pets and kidnapping rates for so called pets went up.
