Check out this thread, but basically, buff yourself fully [or ask a PS/DMS crew to buff you if you don't have the rings], then either sneak up on him and pull his guards and kill them, or just run up to him and drag everything to the screen that connects with Gold Beach, and all the P3s other than the Commander will run away.

Then once you have him alone, just do a lot of R4 Bandaging, and consider using R4 Turtle if you have it. Other good rings to have are strong attacks, passives [fitness, meat] and maybe something to increase your footspeed, because his willpower is extreme and running's the only way to get a breather from his attacks.
