According to wikipedia there are as many as 1.4 billion non-native English speakers in the world. I don't know if that means fluent or what though.

I'd assume that means at least a business level knowledge of English. You can argue that a lot of people have a working knowledge of a language, but arguing that they're fluent can get into a fuss as to what that exactly means.

Lots. It's a very widely studied language. It varies from country to country, but in many, it's a mandatory subject in schools.

@ Op; Australia, New Zealand, England, Canada, those countries have a wide variety of English speakers. And those are just the countries I could name right off the bat.

But I have family from my home country and they are taught how to speak english, and french.
